Emerging Markets USA, Ltd. (Cardno) is anticipating to implement the USAID-funded
Integrated Health Activity in Northern Uganda. This project aims to increase
utilization of health services through increased availability of and accessibility
to health services, improved quality of health services and increased
availability of resources for public sector health services. Key aims of the
program are reduction in HIV infections, total fertility, maternal and child
mortality, malnutrition, malaria and tuberculosis (TB).

Job
Summary: The Monitoring and Evaluation Specialist will support the Director of
Strategic Monitoring, Evaluation and Learning in designing M&E systems to
accurately capture project supported data on a timely basis. Additionally,
Specialists may provide technical assistance to beneficiaries and carry out
strategic learning and evaluation activities.

Qualifications,
Skills and Experience:

The Monitoring and Evaluation Specialist should
preferably hold an advanced degree in public health, public policy, statistics
or other relevant degree;

A minimum of five years of directly relevant
experience;

Significant experience in the design and
implementation of M&E systems for health programs;

Previous exposure and experience in Uganda and/or
East Africa region in the design, management and implementation of similarly
large donor-funded health programs;

Excellent verbal and written communication skills;
