Job Summary: The Monitoring And Evaluation Officer will mainly
coordinate the implementation of Projects M&E plan and data collection
system for monitoring the overall project performance and ensuring learning and
improvement.
Key Duties and Responsibilities: 
  • The incumbent will be tasked with the
    development and operationalization of a participatory M&E approach for
    the project.
  • Develop M&E tools in line with data needs
    and track compliance in use of data collection and reporting tools by
    staff and partners.
  • Develop evaluation designs based on the
    project theory of change.
  • Prepare and submit monthly program reports
    and complete donor data templates with the support of data management
    assistants.
  • Roll out all M&E related initiatives e.g.
    methods, tools, templates, procedures, guides and capacity building for
    M&E appropriate for both staff and partners.
  • The job holder will also manage development
    and innovations of data systems in line with the project framework.
  • Develop process monitoring tools and conduct
    monitoring activities to project sites to provide program quality
    assessments in line with standard operating procedures and program
    designs.
  • Actively monitor data quality and supervise
    data cleaning and report generation.
  • Develop and implement critical reflection and
    learning mechanisms (e.g. After Action Reviews) to ensure programs
    identify and use lessons and best practices
  • Take lead in procurement planning and
    acquisition of M&E related supplies and develop distribution and
    tracking plans
  • Work closely with donors and partners on
    M&E issues in order to improve performance.
Qualifications, Skills and Experience: 
  • The ideal candidate for the M&E Officer
    vacancy should preferably hold a Bachelor’s Degree in Social Sciences ,
    Population Studies, Economics or Statistics from a recognized university
    Additional training in M&E is an added advantage 
  • A minimum of three years’ experience in
    monitoring and evaluation, of donor funded programs , preferably in health
    sector
  • Two years’ experience in Participatory
    M&E with competences in tools such as Most Significant Change, Photo
    Voice, Self and Peer Evaluations etc
  • Possess excellent coordination skills of
    diverse team players • Ability to analyze a variety of information and act
    consciously;
  • Demonstrated ability to organize, interpret
    and present it in meaningful oral or written form for varied audiences and
    provide solid analysis leading to sound decision making.
  • Excellent interpersonal and team working
    skills and a high degree of computer literacy are preferred.
