Uganda National Roads Authority (UNRA) was established by an Act of Parliament;
The Uganda National Authority Act, No. 15 of 2006. UNRA became operational on
1st July 2008. The mandate of UNRA is to
develop and maintain the national roads network, advise Government on general
roads policy and contribute to addressing of transport concerns, among others.

Job Summary: The Manager Technical Audit will also be
responsible for planning and conducting technical audits on designs,
procurement, supervision services, construction and

will also be responsible for assessing ongoing/completed works and services for
compliance with the set technical specifications and standards as well as best

for money in the delivered works and services.

Key Duties and Responsibilities:
- Prepare plan, budget and implement risk based
technical internal audit assignments in line with departmental work plan; - Implement approved technical audit guidelines,
procedures and work practices; - The incumbent will assess compliance with the
set technical specifications and standards as - well as best practices;
- Oversee the Internal Technical Audits in the
assigned units in line with International Standards of Auditing and any
other relevant technical (engineering) standard(s); - Document results of the audits and make
appropriate recommendations to the Board Audit Committee within the set
timelines; - Coordinate external technical audits in assigned
units and follow up on implementation of recommendations with relevant
departments/ regions/ stations; - Work in liaison with the risk management and
compliance units of the organization’s risk assessment - Perform any other duties as assigned by the Head
Technical Audit.
Qualifications, Skills and Experience:
- The applicant for the UNRA Manager Technical
Audit job vacancy should hold an Honors Degree in Civil Engineering,
Highway engineering or; - Possession of a Higher Diploma in Civil
Engineering from a recognized institution with a - Master’s Degree;
- For those with a Bachelor’s Degree, a Master’s
Degree in a related field and other post graduate qualifications in Civil
Engineering, Highway Engineering or other relevant field will be an added
advantage; - The applicant must hold valid registration
with the professional Engineers Registration Board (ERB) or its equivalent
in the Commonwealth - Professional Accounting Certification as a
CPA, ACCA will an added advantage; - At least five years of auditing experience in
a large organization; - Prior working experience in the internal
audit of an organization/business unit with diverse professions. - Computer literacy skills
- High level of integrity;
- Proven track record of outstanding
performance; - Proven ability to work as part of a team and
to develop subordinates; - Excellent interpersonal, particularly
staff/management relations; - Excellent oral and written communication
skills; - Ability to manage/supervise multi skilled teams
and deliver accurate results in a timely manner and in an environment with
multiple and challenging tasks.
