1st July 2008. The mandate of UNRA is to
develop and maintain the national roads network, advise Government on general
roads policy and contribute to addressing of transport concerns, among others.

Job Summary: The Manager Compliance will primarily ensure that
the management and employees are in compliance with the rules, regulations,
policies and procedures, and that behavior in the authority meets its laid down
Standards/Code of Conduct. The incumbent will also plan, direct, review, and
coordinate activities of the authority to ensure compliance with ethical or
regulatory standards.

Key Duties and Responsibilities:
- Responsible for the development of initiates,
maintenance and revision of policies and procedures for the general
operation of the Compliance Program and its related activities to prevent
illegal, unethical, or improper conduct. The incumbent will oversee the
day-to-day operation of the Program. - Develops and periodically reviews and updates
a staff code of conduct in line with HRMM to ensure continuing relevance
in providing guidance to management and employees. - Establishes and provides directions to the
compliance unit and supervises officers or personnel under the Unit, develops
them and evaluates their performance taking appropriate steps to ensure
effectiveness of the Unit. - Works closely with other departments (e.g.
Risk Management, Internal Audit) to direct compliance issues for
investigations and resolution. - Quickly responds to alleged violations of
rules, regulations, policies, procedures, and Standards of Conduct by
evaluating or recommending the initiation of investigative procedures.
Develops and oversees a system for uniform handling of such violations. - Identifies potential areas of compliance
vulnerability and risk; develops/implements corrective action plans for
resolution of problematic issues, and provides general guidance on how to
avoid or deal with similar situations in the future. - Prepares and submits reports on a regular
basis, and as directed or requested, to keep the Board and senior
management informed of the operation and progress of compliance efforts. - Ensures proper reporting of violations or
potential violations to duly authorized enforcement agencies as
appropriate and/or required. - Institutes and maintains an effective
compliance communication program for the organization, including promoting
(a) use of the Compliance Hotline; (b) heightened awareness of Standards
of Conduct, and (c) understanding of new and existing compliance issues
and related policies and procedures. - Works in liaison with the Human Resources
Department and others as appropriate to develop an effective compliance
training program, including appropriate introductory training for new
employees as well as ongoing training for all employees and managers. - Perform any other duty as may be assigned by
head investigations and compliance.
Qualifications, Skills and Experience:
- The applicant for the UNRA Manager Compliance
job opportunity should hold an Honors Law Degree from a recognized
University; - Possession of a Master’s Degree in Law is an
added advantage; - Possession of any other post graduate
qualifications in the relevant field will be an added advantage; - At least five years’ experience in a related
field, to include demonstrated leadership. Familiarity with operational,
legal, financial, quality assurance, and human resource procedures and
regulations. - Impeccable level of integrity;
- Proven track record of outstanding
performance; - Ability to work as part of a team and to
develop subordinates; - Excellent interpersonal, particularly
staff/management relations; - Computer literacy skills
- Excellent oral and written communication
skills; - Proven ability to work and produce accurate
results in an environment with multiple and challenging tasks.
