Governments’ Association (ULGA)
& Evaluation Manager
Local Governments’ Association (ULGA) is an Association for Local Governments
in Uganda that was formed in 1994 with the mandate to unite Local Governments,
and provide them with a forum through which to come together and give each
other support and guidance to make common positions on key issues that affect
Local Governance. ULGA carries out this mandate through lobbying, advocacy and
representation of Local Governments at local, National and International fora.
Its ultimate goal is to promote and build Democratic and Accountable Local
Governments capable of delivering Efficient and Sustainable Public Services to
the people of Uganda. Our current strategic focus is in the areas of lobbying
and advocacy; institutional strengthening; increasing services to members and
facilitating local economic development.
the development and implementation of tools and systems to support the
implementation, monitoring and evaluation of all ULGA Projects and programs,
and to carry out reporting on performance of ULGA projects and programs.
Build the capacity of ULGA members and staff in Participatory Monitoring and
Evaluation (PM&E):
Mentor and train staff and partners in Participatory
program based M&E
Post-training evaluation of the impact of the
training looking at stories of change written, quality of indicators generated,
use of participatory methodologies, documentation of leanings and best
practices
Offer technical support to staff and ULGA members in
understanding M&E requirements, use of formats, generating participatory
baselines and indicators.
The incumbent will provide Technical guidance to
ULGA members in preparation of reports.
Develop training concept and TOR in line with National
M&E framework requirements
Render support in the appraisal and evaluation of
ULGA projects
Support the ULGA Staff and members in the development of Key performance
Indicators:
Support the Compilation of KPI’s for the ULGA
Projects and progams.
Actively contribute in the Development of Local
Government-level KPI’s in line with ULGA strategy
Support in the organizing and facilitation of the midterm or other periodic
review exercise
Provide formats for the compilation of ULGA reviews
and the midterm / end-term review report
Prepare and submit reports to be used during the
midterm review meeting
Support staff develop baseline indicators, targets and milestones
Provide technical support guidelines and formats to
staff to develop their M&E plans.
Periodic compilation of M&E reports for ULGA.
Compile documentation for learning, accountability,
reporting and fundraising for the different teams to best meet the interest of
audiences of the Unit.
Provide Technical support in Reporting and Documentation in relation to key
learning’s, best practices, theory of change implementation, models, governance
processes and outcome change realization:
Technical support in development of monitoring
indicators, tools and methodologies for projects.
Technical support in documentation of stories of
change and models, leanings and good practices
Compile ULGA’s annual Report
Significantly contribute in documentation of models
and end of project reporting
Provide support in documenting key leanings, good practices
in governance process, and advocacy, campaigning and resource mobilization
efforts in relation to ULGA key strategic areas.
Collect, validate and enter reports into the
management information system(MIS) and share aggregated information from it with
different departments/units
Conduct research:
Support in carrying out research on various aspects
of ULGA projects & programs in line with the ULGA Strategy
Identify key areas of research arising from program
performance reports and M&E reports
Recommend strategic research initiatives to ULGA
management arising out of trends in performance of ULGA and LGs on programs
Report writing:
Contribute towards the writing of activity reports,
monthly, bi annually and annual reports.
Develop report-writing frameworks for ULGA in line
with donor reporting requirements and M&E requirements
Resource mobilization:
Identify fundable M&E initiatives and develop
fundable proposals for M&E activities/ programs with the ULGA’s members
(e.g. fundraising to implement various accountability, governance and monitoring
initiatives of LGs)
Contribute towards the development of project
proposals by completing the M & E components.
Identify potential areas for further funding from
analysis of M&E data on program performance and research
Learning & knowledge sharing
Provide opportunity for learning and knowledge sharing
for both staffs and LGs
Develop and present periodic M&E papers showing
performance of LGs and ULGA in key strategic initiatives and programs
The ideal candidate should preferably hold a Degree
in either Development Studies, social sciences or any other relevant
qualification. Possession of a Masters’ Degree an added advantage
Additional training in monitoring & Evaluation
(PG in PPM&E)
A minimum of three to five years’ experience working
in an NGO or monitoring and evaluating local government projects and programs
Prior experience monitoring and evaluating the
Implementation of Economic Development- related programs is an advantage
