Local Governments’ Association (ULGA) is an Association for Local Governments
in Uganda that was formed in 1994 with the mandate to unite Local Governments,
and provide them with a forum through which to come together and give each
other support and guidance to make common positions on key issues that affect
Local Governance. ULGA carries out this mandate through lobbying, advocacy and
representation of Local Governments at local, National and International fora.
Its ultimate goal is to promote and build Democratic and Accountable Local
Governments capable of delivering Efficient and Sustainable Public Services to
the people of Uganda. Our current strategic focus is in the areas of lobbying
and advocacy; institutional strengthening; increasing services to members and
facilitating local economic development.
Officer will support and provide legal services to ULGA and its members on all
matters of legal service team including, contract, commercial, governance,
regulation and representation in court.
Providing proactive legal assistance and advice on various legal issues like
commercial contracts, dispute resolution, government funding agreements,
regulatory, employment, and governance:
Update the Secretariat’s details with relevant
regulatory authorities when necessary
Work closely with external solicitors on cases
involving the Secretariat or those it represents
Represent ULGA in all court cases as instructed by
the Secretary General
Review all agreements and legal documents, which may create legal obligation
for the Institute:
Compile ULGA or assigned members’ legal documents:
Review documents submitted by other ULGA departments
or members and provide legal interpretation and advice
Carry out and report on legal risk assessments of
all documents requests for legal input in the Unit
Provide Legal guidance/advice on various issues such as corporate regulatory
compliance, privacy, anti-trust and competition laws:
Receive and review /understand and document the
various issues that need legal intervention
The incumbent will also document the key legal
issues and process requirements for which legal advice is sought
Provide legal advice/opinion on various issues
relating to the secretariat and or its members
Prepare agreements and other legal instruments as well as memoranda and
correspondences:
Compile all the legal documents/ agreements in line
with instructions from line manager and best practice
Analyze any legal documents that require ULGA’s
commitment for any potential risks/ loopholes or lacunas
Prepare agreements for various legal/ institutional
undertakings by the secretariat on behalf of ULGA and submit to
relevant/authorized signatory for signing
Coordinate other legal and related matters with external solicitors as may be
needed /directed.
Provide corporate policy guidance by providing
advice on labor relations, employment law and benefits matters.
In charge of assessing and advising effectively to
minimize and control risks to company and ensuring that the system, controls
and processes are appropriate as relevant.
Undertake legal research and legal interpretation of all relevant laws
including the Secretariat’s staff, financial and other internal regulations:
Conduct research and keep ULGA up to date on legal
issues potentially and actually affecting ULGA and its members
Track changes in relevant / LG laws and report on the
impact of these changes on ULGA and its membership and advise on key actions
needed to fit within or advocate for change in laws
Support the policy advocacy function by providing
legal insight into their initiatives and strengthening their cause/arguments/
advocacy from a legal perspective
The incumbent will also interpret laws and statutes
for ULGA staff and members in line with requests and approvals from the line
manager.
Representing the company in ensuring the efficient handling and winning resolution
of all negotiations and disputes:
Compile the issues that need representation
Study the relevant documents
Prepare a defense in line with instructions from the
Secretary General
Supervising, researching and analyzing implication of case law, legislation,
and regulatory matters that affect the company and reporting them back to the
Head:
Take lead in carrying out research
Provide guidance in compiling issues that affect the
organization
Ensuring that the legal documents and other
contractual documents are effectively drafted, reviewed, interpreted, and
vetted.
Oversee the registration and verification of contractors and consultants for
the institute:
Provide leadership in registration and verification
of contracts
Taking decisive actions on various legal matters and
assessing contentious and uncontroversial issues
Experience:
The ideal candidate for the Legal Officer vacancy
should preferably hold an LLB, Dip LDC with a minimum of second class lower
division. The candidates with LLM may have an added advantage
A minimum of three years of post-qualification experience
Excellent written and oral communication and
analytical skills.
Ability to grasp complex areas of law rapidly and
accurately.
Exhibiting sound practical judgment.
Ability to work as a member of multi-disciplinary
team.
Ability to equilibrate priorities and organize work
effectively to meet deadlines
Knowledge 0f providing professional support and
advice to the ULGA Board and Secretary General as required.
Knowledge of working with other members on
particular projects such as fundraising, policies and procedures, taxes, etc.
Working knowledge 0f supporting the business in
compliance with all various legal requirements.
Working knowledge 0f advising on minimal liability
and legal exposure for the business.
Skilled and knowledgeable in managing external and
internal legal resources where required.
Advising and ensuring the business in compliance
with the necessities of legislation involving data protection.
Excellent analytical, planning and organizational
skills
Ability to be use initiative (be proactive)
Maintain high degree of confidentiality
Excellent communication skills in English,
written/verbal and diplomacy
Excellent interpersonal, relationship management
skills and possess the ability to work as part of a team.
