develop and maintain the national roads network, advise Government on general

The incumbent will also be responsible for providing guidance on legal and
governance issues and matters that may arise in the organization’s compliance
with the relevant legislation and best practices. In addition, the Legal Manager
will be responsible for drafting of regulations, identifying areas for law reform,
internal policies and procedures, and following up on implementation of board
decisions, actions/ policies.
- Develop UNRA regulations to operationalize
the UNRA Act; - Actively monitor compliance with relevant
laws and regulations affecting UNRA; - Offer legal advice to Authority Staff in line
with the authorities business; - Manage corporate legal and governance matters
in line with the approved UNRA guidelines; - Transfer and provide safe custody of all land
titles and tenancies in line with the approved guidelines; - Keenly review and update existing internal
policies, procedures and manuals and formulate new policies; - In charge of risk management and resolution
of audit queries; - Manage performance and develop direct reports
in line with the performance management system of UNRA. - Manage other legal assignments as may be
delegated from time to time by the Head
Policy and Board Affairs
- The applicant for the UNRA Legal Manager –
Policy job vacancy should hold an Honors Degree in Law from a recognized
University; - The applicant must be an advocate of the High
Court of Uganda with a valid practicing - certificate for a minimum period of three
years; - possession of a Postgraduate qualification is
an added advantage. - At least three years’ experience in board
support role , policy review and formulation; - Proven working experience in dealing with
diverse professions; - Ability to work as part of a team and to
develop subordinates; - Excellent interpersonal skills particularly
staff/management relation skills - Excellent oral and written communication
skills; - Strategic thinking and ability to work and
produce accurate results in an environment with multiple and challenging
tasks; - High level of integrity.
