About
ELNHA Project:
Oxfam in
Uganda is under taking a project named: ‘Empowering Local and National
Humanitarian Actors’ (ELNHA) to be implemented over three years in
collaboration with relevant district structures ard national actors in
sub-regions of Karamoja (Kotido, Kaabong), Acholi (Lamwo, Agago), and West Nile
(Koboko and Zombo) commencing January 2016. These districts face challenges
from climate change induced prolonged droughts and food insecurity as well as
refugee influx as a result of the conflicts in the neighbouring States South
Sudan, CAR and DRC).
Job
Summary:
 The Influencing Programme
Officer will primarily oversee influencing and advocacy work for the
humanitarian capacity building Project in Uganda, using research, policy work,
lobby and advocacy, media, popular mobilization and alliance building to
achieve sustainable changes in consultation with Project Manager and Oxfam
Country Management team in Uganda.
Key
Duties and Responsibilities: 
·        
The incumbent will facilitate the participatory
planning and budgeting process for the campaign and assist peers and partners
as well as the manager to do so effectively.
·        
Ensures cost effectiveness, transparency and
upward-downward accountability.
·        
The job holder will be in charge of the design and
implement a comprehensive and integrated project advocacy and influencing
strategy for maximising the impact of project and campaigns receiving supports
from peers and guidance from WIN and Communication and Project teams.
·        
Stay up to date with the latest wisdom, theories,
discourses and thinking on how to improve effectiveness of policy and advocacy
work and impact.
·        
Build and maintain strong working relationships
with LHAs / partners/social forces including political parties and their
affiliates, social movements and active individuals.
·        
Work closely with relevant focal points and
partners as well as colleagues of other functional units to run the campaign
effectively. This role works closely with Policy Advocacy and Research Advisor
and Communication Coordinator.
·        
Train, coach and support Oxfam’s and partners’
staff in order to build their skills and capabilities to do local level
influencing as well as organize and facilitate including workshops, seminars
and meetings.
·        
Develop and dissemination case studies, learning policy
notes. You will be up to date with developments in government circles and other
humanitarian actors and provide regular updates to the team.

Perform any other duties as assigned by the
Project Manager – ELNHA
Qualifications,
Skills and Experience: 
·        
The ideal candidate for the Oxfam Influencing
Programme Officer job opportunity should hold a Bachelor’s Degree in either
Social Sciences, Mass Communication, Law, Education or other related fields
·        
A minimum of five years of practical working
experience in advocacy and influencing work. Preference will be given on strong
background in managing research projects, policy advocacy including lobby and
negotiation.
·        
Significant experience of having good contact with
Government private sector, academia and media are essential.
·        
Broad knowledge and understanding of the national
political economy and global context with theoretical understanding on social
change process is desirable. You will have strong knowledge in National and
international humanitarian laws, polices, strategies, principle and standards.
·        
Demonstrated ability to work independently with
minimum guidance, manage time efficiently, willingness to work under pressure
and follow a flexible time schedule is essential.
·        
Excellent communication and motivational skills
and willingness to travel at grassroots, districts and international level,
including during humanitarian emergencies.
·
