About UNRA:
The
Uganda National Roads Authority (UNRA) was established by an Act of Parliament;
The Uganda National Authority Act, No. 15 of 2006. UNRA became operational on
1st July 2008. The mandate of UNRA is to
develop and maintain the national roads network, advise Government on general
roads policy and contribute to addressing of transport concerns, among others.

Job Summary: The Human Resources Officer Planning will actively
participate in the development, implementation, monitoring and reviewing the
human resource planning activities in line with the Human Resource polices of
UNRA. The Human Resource Officer Planning
will also participate in the development of human resource metrics for the
effective sourcing, management, development and retention of employees in line
with the talent management plans of the Authority; participate in planning, reviewing
& coordinating and/or implement UNRA staffing, resourcing and HRIS in line
with the UNRA’s HR policy, procedures and rules/standing instructions and HR
division strategic objectives; and provision of, records and information management
systems on the recruitment activities and staff records for management decision
making.

Key Duties and Responsibilities:
- Actively participate in the development of an
annual staffing plan and budget as per approved strategic plan and
corporate staffing needs; - Co-ordinate the implementation of recruitment
plans in line with approved staff budget, organization structure and
recruitment standards; - The incumbent will manage the implementation
of the placement, deployment and transfer of staff in line with approved
budget, business plan and HR policies and procedures; - Take charge of the implementation and
maintenance of an up to date databank of staff and their personal records
for an HR Information System that enhances integrity and security of the
staff records/Information in line with best practices; - Conduct exit interviews, analyze staff exit
reports, and establish challenges that impact on retention and develop
retention strategies in liaison with the Manager HR Planning; - Participate in carrying out job analysis by
reviewing the knowledge and skills of the workforce and determine requirements
for the current and future jobs; - Actively participate in the development of a
Succession Plan for implementation at different levels in the structure in
line with the strategic Plan; - Coordinate periodic skills audit and generate
analytical reports for all staff in line with HR policy, HR Business plan,
corporate strategy and objectives; - Prepare and submit recurring or ad-hoc reports
to meet the requirements and needs of the UNRA in liaison with the Manager
HR Planning; - Quickly respond to audit queries in the HR
planning section. - Perform any other duties as assigned by the Human
Resource Manager Planning.
Qualifications, Skills and Experience:
- The applicant for the UNRA Human Resource
Officer Planning job vacancy should hold an Honor’s Bachelor’s Degree in
Human Resource Management, Organisation Psychology, Business
Administration, Economics, Social Sciences or any other relevant courses
from a recognized University; - Possession of a Master’s Degree in Human
Resource Management, Organisation - Psychology, Business Administration, Economics,
Social Sciences, or any other relevant courses from a recognized
University is an added advantage; - Additional post graduate qualification in a
related field will be an added advantage; - A minimum of five years’ experience in HR
Management at middle management level in a reputable organization. - Proven ability to work as part of a team and
to develop subordinates; - Excellent interpersonal, particularly
staff/management relations, oral and written communication skills; - Computer literacy skills
- Demonstrated ability to work and produce
accurate results in an environment with multiple and challenging tasks; - High level of integrity.
