Uganda National Roads Authority (UNRA) was established by an Act of Parliament;
The Uganda National Authority Act, No. 15 of 2006. UNRA became operational on
1st July 2008. The mandate of UNRA is to
develop and maintain the national roads network, advise Government on general
roads policy and contribute to addressing of transport concerns, among others.

- Plan, budget and account for Traffic &
Road Safety operations and resources in line with UNRA financial
management guidelines; - Formulate and implement systems and standards
for Road Safety in line with the applicable laws and standards - Manage the carrying out of audits and
identification of black spots on national roads. - Work closely with the Directorate of
Maintenance to improve the identified black spots on national roads - Supervise the management of out sourced
services relating to Traffic and Road Safety - Formulate and implement systems and standards
for road user education in line with the applicable laws, UNRA Standards
and International Best Practices - Plan and implement a system of managing risks
in the Traffic & Road Safety operations and develop risk mitigation
measures; - Manage performance and prepare reports in
line with the performance management system of UNRA. - Regularly respond to audit issues and
implement the agreed recommendations - Supervise the towing services to remove
broken down vehicles from the national roads at owners cost. - Sensitize road users on the Highway Code and
other relevant laws - Manage the traffic information centre that
will provide travel advisory services by relaying real time traffic information
to motorists via Variable Message Services (VMS), UNRA website, Radio, etc - Perform any other duties as assigned by the Director

- The applicant for the UNRA Head Traffic &
Road Safety job vacancy should hold an Honors Degree in Civil Engineering
or any other relevant degree - Possession of post graduate qualifications in
the relevant field will be an added advantage. - At least five years’ experience in roads safety
management. - Demonstrated working experience in managing
an organization/business unit with diverse professions. - Computer literacy skills
- Impeccable level of integrity.
- Excellent oral and written communication
skills. - Demonstrated ability to work as part of a
team and to develop subordinates. - Excellent interpersonal, particularly
staff/management relations - Ability to manage/supervise multi skilled
teams and deliver accurate results in a timely manner and in an
environment with multiple and challenging tasks.
