Uganda National Roads Authority (UNRA) was established by an Act of Parliament;

1st July 2008. The mandate of UNRA is to
develop and maintain the national roads network, advise Government on general
roads policy and contribute to addressing of transport concerns, among others.

documenting risks and controls in the areas assigned. The job holder will be
charged with designing and conducting investigative audit procedures including,
compliance to procedures, policies and guidelines, disaster recovery, IT Security,
system quality assurance, backup and restore, remote access, internet access monitoring,
system problem management and, application change control procedures, for
various areas. In addition, the incumbent will evaluate and document the design
and operational effectiveness of controls, and provide suggestions (recommendations)
to management for actions to address control weaknesses identified. The Systems
Audit will be accountable for the resources under the department including
human, financial and property.
- Plan and budget for the Internal Systems Audit
department in line with the directorate’s score card and statutory
performance agreement; - Assess and verify UNRA Systems Inventory both
electronic & manual; - The job holder will be advising and
influencing senior management to take appropriate steps to strengthen the
governance, risk management and internal control environment; - Keenly review and update Internal Systems and
Assurance Audit manual guidelines and procedures; - Identify, assess and document risks and controls
in the Internal Systems and Assurance Audit department; - Coordinate external audits and follow up on
implementation of recommendations with relevant departments / regions /
stations; - Mentor and supervise the performance of direct
reports in line with the performance management system of UNRA. - Perform any other duties as assigned by the Director
Internal Audit.
- The applicant for the UNRA Head Systems Audit
career opportunity should hold an Honors Degree in Computer Science, Accounting,
Business Administration, Finance, Engineering or a related field; - Possession of professional Certified
Information Systems Auditor (CISA) and any other post graduate qualification
in relevant field is desired; - Possession of ACCA, CPA or other relevant professional
qualification is an added advantage; - Membership of the Institute of Certified
Public Accountant of Uganda (ICPAU), Institute of Internal Auditors or any
other related recognized professional body is an added advantage; - At least five years auditing experience in a
large organization. - Significant experience in managing an
organization/business unit with diverse professions. - Demonstrated practical knowledge of
International accounting and auditing - standards.
- Computer literacy skills
- Proven ability to work as part of a team and
to develop subordinates. - Excellent interpersonal, particularly staff/management
relations, oral and written communication skills. - Proven ability to work and produce accurate
results in an environment with multiple - and challenging tasks.
