Job Summary: The Grants Finance Officer will offer support to the
Grants Manager in building the capacity of partners, review of partner
financial reports, carrying out internal audits and partner’s financial
assessment, coordinating partner audits and ensuring that the objectives agreed
upon are appropriately fulfilled.

Key Duties and Responsibilities:
1. Support the capacity
building of partner organization financial systems

- Conduct financial training to partner’s
management; - Carry out one to one capacity building to
partners finance personnel on a monthly basis; - Carry out financial assessment for each
partner every year there is a project to be funded; - Coordinate individual or group external
audits for every partner each year;

- Prepare and submit report to Grants Manager
based on your monthly work plan; - Responsible for file management of all grants
documents.

- Conduct financial review of all partners’ proposal/budgets prior to further review
by the Grants Manager. - Review all partners finance reports and
following up on any queries before forwarding to Grants Manager for
approval; - Timely updating of partners disbursements
tracker; - Ensuring partner closure out procedure have
been properly adhered to whenever a grant comes to an end.
4. Other
responsibilities:

- Present partner performance updates to the
programme grants monitoring team during monthly Programme Meetings; - Timely preparation of partner disbursement
requests; - Provide support to partners in preparation of
proposal Budget for upcoming projects; - In charge of the compilation and forward for
review GIK communications with partners; - Ensuring agreed actions are followed up and closed
within agreed time frame; - Providing partner external auditors with any
information required from GOAL - Offer technical support to GOAL finance team
whenever needed.
Qualifications, Skills and Experience:
- The applicant must hold a Business and/or
Accounting degree with a recognised institution - Professional Accounting qualification i.e. ACCA
part/fully qualified. Other recognised professional accounting
accreditation will be considered - At least three years of working experience
- Two years’ experience with an external audit
firm will be an added advantage - Previous experience within the
development/NGO sector - Applicants with a track record in Grants
Management will have an advantage - Skills and experience with capacity building
is an added advantage - Prior Irish Aid/DFID experience is desired
