Medical Research Council/ Uganda Virus Research Institute (MRC/UVRI) based at
the Uganda Virus Research Institute in Entebbe is a bilateral
multi-disciplinary research organization funded by, the Medical Research
Council (UK) and Centers for Disease Control and Prevention (CDC) in Uganda
under the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and other
donor agencies. Established in 1988, the MRC/UVRI Uganda Research Unit on AIDS
is an internationally recognized center of excellence for research on HIV
infection and related diseases, contributing knowledge on the revolving
epidemic, the evaluation of innovative health care options, treatment and
prevention, and the development of health policy and practice in Africa and
worldwide.

Job Summary: The Procurement Officer will provide an efficient
and timely procurement service for the Unit both locally and internationally
ensuring best value for money at all times and upholding the highest standards
of ethical conduct in all dealings with suppliers and contractors as a result,
being compliant with the UK fraud and bribery Act, Ugandan Public Procurement
Policy and MRC policy on financial governance

Key Duties and Responsibilities:
- In charge of preparing purchase orders for
local and international purchases in the Navision accounting system and
MRC Oracle system for overseas procurement, and to file all purchase orders
for audit purposes. - Keenly analyse, request for and present
quotations in a way that fully complies with all relevant purchasing SOP
and policies. - Prepare and present bids to the tendering
committee where over £20,000. - Work closely with freight and clearing
agencies abroad and in Uganda to ship the goods and clear through customs. - Order fuel through the Total contract and
organise delivery dates at Entebbe and other field stations. - Ensure that services offered by a supplier
match the specifications, terms of references and scope of works for
goods, services and draft contracts in liaison with project leaders and
users. - Obtain quotations for materials/ sourcing,
selection of suppliers in respect of purchase requisitions below the
tendering threshold and select the quote offering best VFM, discussing
with requisitioner where necessary. - Expeditiously follow-up on delivery of orders
and resolve discrepancies, delays or complaints that arise. - Cancel orders where the supplier fails to
deliver on time. - Work closely with overseas procurement
agencies where necessary. - Prepare and submit monthly key performance
indicators (KPIs) on the status of purchase orders. - Ensure confidentiality of supplier bids and
contracts at all times. - Maintain and update the approved suppliers’
database as well as supplier relationship management. - Work closely with and present information to
internal and external auditors concerning procurement and evidencing that
all policies have been followed - Keep purchase requisitioners informed on the
progress of their orders. - Approach suppliers for bids on locally
procured items up to a value of £20,000 and select from them in line with
purchasing policy.
Qualifications, Skills and Experience:
- The ideal candidate for the Procurement
Officer vacancy should preferably hold a Bachelor’s Degree in Procurement and Supply chain
Management. - The applicant must hold Full/Part Chartered
Institute of Procurement and Supply (CIPS) - At least two years’ work experience in a busy
procurement office of an international organisation. - Work experience in a similar position within
a Medical/Scientific organization is desired - Technical knowledge or skills:
- Previous experience working with the Navision
ERP package, MS Office programs, knowledge of Ugandan Public Procurement
