Health Access Initiative (CHAI) is a global health organization committed to
strengthening integrated health systems in the developing world and expanding
access to care and treatment for HIV/AIDS, malaria and other diseases. CHAI’s
solution-oriented approach focuses on improving market dynamics for medicines
and diagnostics; lowering prices for treatment; accelerating access to
life-saving technologies; and helping governments build the capacity required
for high-quality care and treatment programs. Since its establishment in 2002
by President William J. Clinton, CHAI has worked on the demand and supply sides
of the market to help more than 2 million HIV+ people access the medicines
needed for treatment—representing nearly half of all people and 2 out of 3
children on HIV/AIDS treatment in developing countries. Building on this model,
CHAI has expanded its scope to include efforts to strengthen healthcare
delivery systems and to combat malaria and childhood illnesses.
Summary: The Associate, Access to Essential Medicines and Diagnostics will in
liaison with the CHAI Integrated Child
Health team to offer top-notch technical support and assistance to CHAI’s
partners, notably the National Medical Stores (NMS) and the Ministry of Health
(MOH):
Duties and Responsibilities:
Provide technical guidance to the MOH and NMS to
streamline the current iCCM program into the national supply chain, quantify
the commodities required for VHTs and coordinate the follows of commodities
reaching NMS
Coordinate the annual EM kit revision and the
procurement plan development processes by updating the commodity quantification
model, developing information pack for the DHO, and supporting NMS during the
district-level meetings
Actively monitor volumes of priority essential
medicines distributed in the public sector by analyzing issues data and
providing quick metrics and trends on a periodic basis
Offer technical support to the national
distributors and the Ministry of Health to run a pilot for delivery of oxygen
cylinders to higher level facilities and support national scale up
Work closely with the national distributors and
the Ministry of Health to improve the enabling environment for oxygen delivery,
i.e. improve transport and ordering of cylinders, simplify procurement of
additional equipment and improve maintenance
Work in liaison with the CHAI global team,
national distributors and the Ministry of Health to support global market
shaping activities and ensure sufficient availability of oxygen cylinders,
pulse oximeters and additional equipment in higher level facilities
Identify funding opportunities and support the
government in preparing the required business cases and funding applications
Stay updated on other and new approaches to treat
children with severe pneumonia or malaria and facilitate testing or scale up in
Uganda as appropriate
Perform any other duties as may be required
Skills and Experience:
The applicant should preferably hold a Masters’
degree in Public Health, Public Administration or Business Management; or a
Bachelor’s degree from a top University with equivalent experience.
A minimum of two years’ experience in a demanding
results driven environment
First-hand experience in at least one of the
following areas: supply chain, project management, business consulting or
strategic planning
Exceptional problem solving skills and
quantitative analytical capabilities, including fluency in Excel
Demonstrated ability to operate independently,
multitask, setting and achieving ambitious targets with limited guidance.
Exceptional project management skills, high level
of organization and good attention to detail
Strong communication skills – written and verbal,
including proficiency at Microsoft PowerPoint
Strong work ethic and flexibility
Previous experience in a top tier consulting firm
is an added advantage
Fluency in geo-mapping software (e.g., CartoDB),
supply chain modelling software (e.g., HERMES) is an added advantage
Previous exposure and experience designing and
conducting operational research is desired
