Key
Duties and Responsibilities:  
·        
The incumbent will render support in the
development and establishment of all Uganda Law Society (ULS) procurement
contracts for goods and services in accordance with legislation, audit
regulations and PPDA Act, policies and guidelines.
·        
Carry out research and analysis into the supply
market and the ULS requirements, including gathering information from a variety
of sources, analyzing data, identifying trends and preparing reports, including
recommendations.
·        
Significantly contribute to the development of
procurement documentation, including acquisition plan, procurement schedule,
and request for offers, evaluation plan, and negotiation plan and purchase
recommendation.
·        
Actively contribute to the evaluation of offers,
including the development of evaluation methodology and criteria.
·        
Offer technical support in the implementation,
transition and management of the contract.
·        
Provide procurement advice to staff and the ULS
Contracts and other relevant Committees.
·        
Carry out negotiations, develop and maintain
effective relationships with suppliers.
·        
Ensure that the highest possible professional
standards are maintained in relation to confidentiality, probity and ethical
conduct.
·        
Forecast price and market trends to identify
changes of balance in buyer-supplier power as well as monitor and forecast
upcoming levels of organizational demands
·        
Carry out cost and scenario analysis, and
benchmarking
·        
Seek and partner with reliable vendors and
suppliers, determine quantity and timely delivery
·        
Manage all ULS fleet operations (fuel stock &
vehicle movement and inventory)                                                                                                 
·        
Offer administrative support with HR processes
Qualifications,
Skills and Experience:  
·        
The ideal candidate for the Uganda Law Society Procurement
& Administrative Assistant should preferably hold a Bachelor’s degree in
Procurement, Logistics or Supply Chain Management.
·        
An additional qualification in administration will
be an added advantage
·        
A minimum of one year to two years’ experience of
procurement or supply chain management.
·        
Working knowledge of the procurement process
relating to the establishment and implementation contracts.
·        
Previous exposure and experience in the
preparation of procurement documents such as acquisition plans, market approach
documents, specifications and evaluation plans.
·        
Excellent analytical and research skills,
including the ability to identify issues, think laterally and develop
appropriate strategies.
·        
Broad knowledge and understanding of risk
management principles and cost and benefit analysis.
·        
Broad knowledge and understanding of the relevant
legislative and regulatory requirements as in the PPDA Act, as well as
understanding of standard contractual terms and conditions to mitigate legal
risk
·        
Strategic mindset, proven leadership skills, team
player and problem-solving skills
·        
Budget management for categories under all ULS
procurement activities
