Uganda National Roads Authority (UNRA) was established by an Act of Parliament;
The Uganda National Authority Act, No. 15 of 2006. UNRA became operational on
1st July 2008. The mandate of UNRA is to
develop and maintain the national roads network, advise Government on general
roads policy and contribute to addressing of transport concerns, among others.

Job Summary: The Cost Estimation Specialist will be charged
with coming up with cost estimation methods to be used in determining the
design and construction costs. The incumbent will also be responsible for
preparing the unit rate analysis for all construction items using best cost
element of labour, material, equipment, overheads, risks and profit. In
addition the Specialist will be responsible for preparing cost comparisons of
both unit rates and per kilometre costs with similar on-going road and bridges
development and maintenance projects both in Uganda and within the region.

Key Duties and Responsibilities:
- Develop templates for unit rate analysis and
cost estimates; - Develop and implement systems to monitor all
costs associated with design, construction and maintenance of roads and
bridges in line with UNRA Annual Statutory performance agreement; - Actively participate in preparation of tender
and contract documents in line with UNRA standards and Annual Statutory performance
agreement. - Prepare and analyze costs for bids in line
with UNRA Directorate Work Plan. - Plan and undertake market re-assessment of
bid prices in line with UNRA Annual Statutory performance agreement. - The incumbent will develop and implement cost
optimization procedures for value for money analysis in line with UNRA
Annual Statutory performance agreement. - Mentor and supervise the performance and
development of staff under the section. - Take part in the preparation of tender and
contract documents in line with UNRA standards and Annual Statutory
performance agreement. - Prepare and analyse costs for bids in line
with UNRA Annual Statutory performance agreement. - Plan and implement a system of managing risks
in the cost estimation activities and develop risk mitigation measures. - Perform any other duties as assigned by the Head
Project Formulation
Qualifications, Skills and Experience:
- The applicant for the UNRA Cost Estimation
Specialist career vacancy should hold an honors degree in Quantity Surveying,
Construction Management, or related field. - Possession
of a Master’s Degree in a related field and any other post graduate
qualifications in Quantity or other relevant field will be an added
advantage. - Professional registration with the Professional
Engineers Registration Board (ERB) or its equivalent in the Commonwealth
is a must; - Five years’ experience in cost estimation for
road related projects. - Computer literacy skills
- High level of integrity.
- Proven track record of outstanding
performance - Excellent interpersonal, particularly
staff/management relations - Excellent oral and written communication
skills. - Ability to manage/supervise multi skilled teams
and deliver accurate results in a timely manner and in an environment with
multiple and challenging tasks.
