In the early
1950s, a group of women and men started to campaign vociferously and visibly
for women’s rights to control their own fertility. Family planning as a human
right challenged many social conventions. Campaigners faced great hostility to
gain acceptance for things that we take for granted today. Some were
imprisoned. But they emerged determined to work with different cultures,
traditions, laws and religious attitudes to improve the lives of women around
the world. And so, at the 3rd International Conference on Planned Parenthood in
1952, 8 national family planning associations founded the International Planned
Parenthood Federation (IPPF). IPPF strives for a world in which all women, men
and young people have access to the sexual and reproductive health information
and services they need; a world in which sexuality is recognized both as a
natural and precious aspect of life and as a fundamental right; a world in
which choices are fully respected and where stigma and discrimination have no
place.
Job
Summary:
The Advocacy Officer Right Here Right Now (RHRN) will coordinate CSO
advocacy efforts, linking national, regional and international advocacy efforts
for increased political and financial commitment to SRHR in Africa in the RHRN
project. The incumbent will also offer support to regional and international
advocacy processes that advance Sexual and Reproductive Health and Rights, in
particular the revised Maputo Plan of Action, Sustainable Development Goals,
ESA Commitments and UPR in the RHRN project.
Key
Duties and Responsibilities: 
·        
Develop and implement a regional advocacy work
plan and budget, and monitor national advocacy activities;
·        
The incumbent will develop and implement an
advocacy monitoring and evaluation framework, prepare monthly and quarterly
reports;
·        
Develop and implement regional advocacies and
support the development of national advocacy strategies;
·        
Take part in decision making processes of EAC,
SADC, ECOWAS and others; meet decision makers; and organize educational events;
·        
Offer technical support in the research and
analysis on critical SRHR issues at the national and regional levels, in
particular budget and policy analyses as well as power mapping;
·        
Develop advocacy materials and tools and develop
regular advocacy briefs;
·        
Provide support to CSOs through strengthening
their leadership roles with building partnerships with key stakeholders, and in
particular in initiating policy dialogues with governments on sexual and
reproductive health issues.
·        
Develop strategies of engagement between Sub
Regional Teams and the Department of External Relations and Advocacy on
critical issues for advocacy research and analysis.
·        
Represent IPPF ARO in project working groups and
planning meetings; liaise with project partners and the lead agency;
·        
Perform any additional duties as indicated by the
Senior Manager, External Relations and Advocacy.
Qualifications,
Skills and Experience: 
·        
The idea candidate should preferably hold an advanced
university degree in communications, social sciences, development studies,
journalism, public health, law or a related field of work, or a relevant
combination of academic qualifications and experience
·        
At least three years of professional experience in
the field of advocacy,
·        
Three years of progressively advocacy work on
sexual and reproductive health and rights/women’s human rights is essential.
·        
Exceptional research and analytical skills
·        
Experience in budget and policy analysis
·        
Significant experience in developing political
briefs and advocacy tools
·        
Prior experience in advocacy capacity building and
network building is desired
·        
Working knowledge of SRHR policy framework in sub-Saharan
Africa and at international level is an added advantage
·        
Strong project cycle management experience
including monitoring and evaluation, budgeting, financial and technical
reporting.
·        
Excellent written and verbal communication skills
·        
Excellent interpersonal skills- tactful and
diplomatic.
·        
Strong influencing and negotiating skills.
·        
Flexible, team player.
·        
Excellent report writing and presentation skills
·        
Ability to facilitate training sessions and
organise same.
·        
Strong planning skills, ability to organise
meetings and events.
·        
Computer and IT skills – Microsoft 2000 (Word,
Excel and PowerPoint)
·        
Fluency in English and/or French and good working
knowledge of the second language.
