Uganda Road Fund (URF) is a body corporate
established by the Uganda Road Fund Act 2008, to finance routine and periodic
maintenance of public roads.
Job Summary: The Programme
Officer (National Roads) will offer technical support to designated
Agencies particularly UNRA in the planning, preparation and implementation
of annual Road Maintenance Programmes and round the clock tracking and
reporting on the performance of those programmes.
Key Duties and
Responsibilities: 
  • Offer technical input into the
    long term (3 and 5-year) planning process for maintenance of national
    road programmes to ensure balance between needs and resources.
  • Ensure efficiency, effectiveness
    and economic principles are embedded in the national road maintenance
    programmes through operationalization and constantly updating the Unit
    Cost Model and utilising results thereof in the planning process.
  • Prepare the One Year Road
    Maintenance Plan for national roads including collating and making
    available input of the Road Fund into the Transport sector Budget
    Framework Paper and Ministerial Policy Statement.
  • The incumbent will operationalise
    the Road Maintenance Management System and utilise it for annual
    planning of national road maintenance specifically to collate,
    analyse, prioritise and consolidate programmes within limits of
    available budgets; and rendering the programme available for the
    Performance Agreement.
  • Keenly track the performance of
    road maintenance programmes of national roads on a quarterly basis and
    prepare physical and budget performance reports.
  • Prepare, implement, track and
    report on the performance thereof of an efficient, effective and
    economic financing programme for bridge maintenance, axle load control
    and road safety on the national road network.
  • Collate, analyse and recommend
    funding of research programmes tied to national road maintenance
    programmes; and track and report on their performance.
  • Keenly analyse and report on the
    quarterly performance of national roads maintenance programmes for
    actions by management and Board; and subsequently provide timely input
    to the annual report.
  • Perform any other such functions
    and duties that are delegated to the position by management.
Qualifications, Skills and
Experience: 
  • The ideal candidate for the
    Uganda Road Fund Programme Officer (National Roads) career opportunity
    should hold a Degree in Civil Engineering from a recognized University.
  • Possession of a Master’s Degree
    in highway & bridges or pavement engineering, transport planning
    or transport economics will be an added advantage.
  • The applicant must be a Corporate
    Member of a recognized professional engineering institution and shall
    be registered with the Engineering Registration Board of Uganda or
    similar competent authority.
  • At least five years’ working
    experience related to planning and implementation of national road
    maintenance programmes.
  • Broad knowledge and understanding
    of the principles, practices and financing of road maintenance, road
    asset management and preservation, appraisal tools and decision
    support systems.
  • Computer literacy skills
  • Excellent communication skills
  • Keen attention to details.
