About USAID SHOPS Project:
The
Strengthening Health Outcomes through the Private Sector (SHOPS) project is
USAID’s flagship initiative in private sector health. SHOPS focuses on
increasing availability, improving quality, and expanding coverage of essential
health products and services in family planning and reproductive health,
maternal and child health, HIV and AIDS, and other health areas through the
private sector. In Uganda, the healthy mother voucher program has two
objectives: to provide access to maternal child health care services from
accredited private facilities and to build the capacity of a local organization
to manage the voucher program.
Job Summary: The Social and
Behavior Change Communications (SBCC)/Community Mobilization Advisor will
primarily oversee the distribution of maternal health vouchers through
community workers and lead activities to generate demand. The job holder may
also supervise the work of a subcontractor dedicated to communications.
Key Duties and Responsibilities:  
·        
Supervise the development of an SBCC strategy aimed
at generating demand for Healthy Baby Vouchers.
·        
Develop a system to target and reach the beneficiary
population.
·        
Develop and manage a system to measure and track
eligibility among beneficiaries.
·        
Serve as the main liaison among communities,
facilities, and district health offices.
·        
Develop and review technical resource materials
(e.g., training materials, SBCC plans, strategy documents, job aids) and
programming tools to support meeting project objectives.
·        
Carry out formative research for messages and
materials development. Tests innovative approaches to community media
integration in view of using successful families and communities as models to
boost the engagement of others.
·        
Significantly contribute to work plans, quarterly
reports and all other reporting requirements.
·        
Ensure that approaches, messages, materials, and
tools developed are examined, adapted or reproduced, and used as appropriate
and relevant at regional and national level.
·        
Facilitate regular media coverage of implementing
partners’ activities and events.
Qualifications, Skills and Experience:  
·        
The applicant should preferably hold a Master’s
Degree (minimum) in public health, business administration, social marketing,
or other related fields.
·        
At least eight (8) years of relevant professional
experience designing, implementing and managing private sector health projects
in developing countries.
·        
Excellent organizational and planning skills, with
demonstrated attention to details.
·        
Proven exposure and experience in managing social
behavior communication change activities.
·        
Experience interacting with community leaders.
·        
Proven experience in capacity building in Uganda or
similar countries.
·        
Fluency in written and spoken English is required.
