Central and Eastern Africa (OHCEA) is a University network of Schools of Public
Health and Schools of Veterinary that are located in seven countries namely;
Cameroon, Democratic Republic of Congo, Ethiopia, Kenya, Rwanda, Tanzania, and
Uganda with the regional secretariat located in Kampala Uganda, at the Makerere
University School of Public Health Annex in Kololo.
About USAID OHW Project:
OHCEA received
a five-year sub award for implementation of activities funded through
University of Minnesota from USAID for the implementation of the One Health
Workforce Project (OHW). This project will facilitate Government Led,
University Driven, Network Supported Coordination and collaboration across all
levels of the human and animal health sectors essential to meet the Global
Health Security Agenda (GHSA) vision for “a world safe and secure from global
health threats posed by infectious diseases.”
Job Summary: The Monitoring
& Evaluation Specialist (M&E Specialist) will be responsible for
providing technical support in the design, implementation and review of all
monitoring and evaluation activities. The incumbent will manage input, storage
and appropriate use of data to track programme performance and to feed forward
into quality of programme implementation. 
The M&E
Specialist will also ensure that feedback is provided to all relevant
stakeholders. In addition, the M&E Specialist will render support in conducting
assessments/evaluations and building capacity in the areas of monitoring and
evaluation, including the development of indicators, data collection, analysis
and Interpretation of data for use by the organization and decision makers.
Key Duties and Responsibilities: 
·        
Oversee the development of a Monitoring and
Evaluation system for OHCEA
·        
In charge of designing and implementing performance
monitoring plan for the project and other projects.
·        
Take charge of conducting program evaluations for
the project
·        
Guiding the development and maintenance of data
bases for M&E
·        
Build capacity and provide technical assistance for
program staff to carry out efficient and effective Monitoring and Evaluation
·        
Guiding the USAID the project on ways of improving
performance using information obtained from monitoring and evaluation activities
·        
Developing periodic Monitoring and Evaluation Plans
and budgets
·        
Ensure that realistic intermediate and
end-of-project targets are well defined;
·        
Support planning, coordination and monitoring
project assessment studies
·        
Undertake country visits to monitor implementation
of project activities
·        
Document and disseminate best practices and lessons
learnt
·        
Take lead in preparation of monthly, quarterly and
annual reports
Qualifications, Skills and
Experience: 
·        
The Monitoring & Evaluation Specialist should
preferably hold a master’s degree in statistics, Biostatistics and/or
epidemiology and/or demography is essential.
·        
Possession of a Post Graduate degree in a relevant
field
·        
At least ten years’ professional experience program
management, with preference for experience in health sector
·        
Significant experience working with multiple program
partners, including international NGOs, local NGOs, public, private and
academic sectors Desired Knowledge, Skills and Abilities:
·        
Prior experience in design, development and
implementation of M&E systems in the health and other sectors
·        
Past experience in analysis and
reporting/presentation of data for programme decision-making
·        
Excellent database management skills
·        
Excellent analytical, report writing and
presentation skills
·        
Strong skills in statistical packages such as STATA,
SPSS, EPI-INFO and/or SAS as well as Computer literacy i.e. proficiency in Ms.
Word, PowerPoint and spreadsheets
·        
Experience in the development and management of
Health programmes.
·        
Previous experience in leading evaluation or
research design, data collection and analysis processes.
·        
All candidates MUST be willing to work and live in
Uganda with frequent travels within the region.
·
