Central and Eastern Africa (OHCEA) is a University network of Schools of Public
Health and Schools of Veterinary that are located in seven countries namely;
Cameroon, Democratic Republic of Congo, Ethiopia, Kenya, Rwanda, Tanzania, and
Uganda with the regional secretariat located in Kampala Uganda, at the Makerere
University School of Public Health Annex in Kololo.
a five-year sub award for implementation of activities funded through
University of Minnesota from USAID for the implementation of the One Health
Workforce Project (OHW). This project will facilitate Government Led,
University Driven, Network Supported Coordination and collaboration across all
levels of the human and animal health sectors essential to meet the Global
Health Security Agenda (GHSA) vision for “a world safe and secure from global
health threats posed by infectious diseases.”
The Regional Programme Manager will serve as the Secretary
to the Board and shall ensure timely scheduling and holding of meetings
Provide overall leadership to, motivate and inspire
heads of department to be result oriented
Ensure that heads of department manage their teams
and budgets
Actively monitor and approve departmental
expenditure before they are sanctioned by the CEO monitor the budgets and resources
of the Organization
Work closely with the CEO and Board of Directors
mobilize for resources
Prepare and submit for approval of the CEO and Board
policies, strategic plans, budgets, work plans and such other documents from
time to time
Provide technical guidance on the implementation of
the OHCEA’s strategic plan
Provide technical support and assistance to the
Organization’s relationship with key stakeholders and business partners
Regularly review the effectiveness of the
organization’s systems and procedures for improvement to ensure efficiency
Experience:
The ideal candidate should hold a master’s degree in
human or veterinary medicine with specialization in public health. Applicants
with a PhD have an added advantage
Evidence of training in epidemiology and
surveillance
Additional training evidence project management
Training in leadership and management
At least six years’ experience with an organization
like OHCEA
Evidence of three or more publications in peer
reviewed journals in the areas of specialization i.e. human or veterinary
medicine with specialization in public health
Evidence of proposals written and successfully
funded
Proof of having headed or managed a project of not
less than USD $ 5 Million
Working knowledge and experience of relating with
donors
Demonstrated personal track record of integrity and
honesty
All candidates MUST be willing to work and live in
Uganda with frequent travels within the region.
Fluency in French language will be an added
advantage
Age: Less than 55 years
