The Elizabeth
Glaser Pediatric AIDS Foundation (EGPAF) seeks to end pediatric HIV/AIDS
through research, advocacy, and prevention and treatment programs. We are a
global leader in the fight against pediatric HIV and AIDS, working in 15
countries and at 7,000 sites around the world to prevent the transmission of
HIV to children, and to help those already infected. Today, because of the
highly successful work of the Foundation and its partners over the last 25
years, pediatric AIDS has been virtually eliminated in the United States and
new infections in children have declined by 58% worldwide. EGPAF Uganda Country
program is currently implementing a number of projects in partnership with
various donors.
About USAID RHITES Project:
The Elizabeth
Glaser Pediatric AIDS Foundation (EGPAF) implements the USAID Regional Health
Integration to Enhance Health Services in the South West Uganda Project
(RHITES) whose aim is to increase the availability, accessibility and quality
of integrated health services including HIV and TB prevention, care and
treatment; maternal, neonatal and child health services; family planning;
nutrition assessment, counseling support; malaria prevention and treatment and
other primary carer services.
Job Summary:  The Monitoring and Evaluation Manager will
provide technical leadership and direction in the area of monitoring and
evaluation of Foundation programs. The incumbent will also work closely with
the QI Advisors and Research & Evaluation Advisor to ensure linkages and
intergradation oversee into the broader perspective of evidence based program
implementation. The incumbent will be working in liaison with the team leaders
of the other technical areas such as HIV Programming Manager, TB/HIV and
Malaria Manager, Health Systems Strengthening, MNCH/FP and Community Linkages
and Demand, the M&E manager will work towards coordinated and efficient
efforts for improved M&E system by providing high quality routine and
non-routine data to inform overall programmatic strategic direction and
approaches to improve the quality of care of HIV/AIDS and TB/HIV services for
prevention, care and treatment services, 
and MNCH/FP. The M&E manager’s job scope included development of
proposals for and implementation of operations research and impact evaluation
research activities.
Key Duties and Responsibilities: 
·        
Ensures the technical soundness of EGPAF’s
monitoring and evaluation system, quality improvement strategies by updating
the Foundation project staff and implementing partners on technical advances
and lessons learned around the world.
·        
Ensures that EGPAF’s implementation strategies and
performance goals are in accordance with national and international standards
for monitoring and evaluation.
·        
Provides technical support during the development of
EGPAF’s annual work plan and participates in the planning and budgeting
activities especially in regard to M&E activities
·        
Ensures a functional working relations with the
Research and Evaluation Advisor in undertaking the following;
o   Identify
priority program and public health evaluation questions
o   Utilize program
data to support program assessments and design and implement operational and
evaluation research for global program improvement
o   Effective
implementation of specialized specific survey methodologies such as LQAS,
PLACE.
o   Conduct the
triangulation of data collected through routine HMIS, LQAS and other sources to
inform research and evaluation

Ensures a functional working relations with the
Quality Improvement Advisors in undertaking the following;
o   Ensuring that
the program has annual plan for monitoring and evaluating QI interventions
integrated with the broader Foundation M&E plan
o   Maintains a
database for QI by ensuring the tracking of progress on performance of the QI
indicators is maintained.
o   Support the
SI&E team as members of the DBTs to ensure that the Foundation supported
sites have QI tools and procedures necessary for the implementation of the QI
interventions
o   Coordinate the
collection, aggregation and analysis of analyze project QI qualitative and
quantitative data for reporting purposes to participating health centers,
funders and EGPAF staff
·        
Responsible for identifying, documenting,
disseminating and scaling up best practices in HIV,  TB/HIV and Malaria and MNCH/FP
·        
Assists the Director for M&E in developing and
maintain an up-to date performance monitoring plan in collaboration with  other in-country USG and other donor agencies
·        
Provides support to SI and technical staff in
setting up and running data management systems and track progress of project’s
progress towards the attainment of the set targets at district and site level
·        
follow up programmatic indicators, analyze and
interpret data generated from the supported services to inform program
implementation
·        
Contributes to the development of project’s work
plans, district specific work plans and budgets. He will ensure the periodic
and routine data generated and analyzed informs project and district work-planning
process
·        
The M&E manager will provide technical
leadership in the providing all the necessary data and information required for
the development of internal and external program performance progress reports
·        
Provides overall leadership for ensuring that the
Foundation Uganda office attains and maintains the Foundation’s minimum
SI&E standards
·        
Provides technical support to the project’s
sub-grantee to collect, analyze and report and utilize program data in a timely
manner.
·        
Coordinates technical reporting according to defined
reporting schedule and writes regular monitoring and technical reports as
required.
·        
Represents EGPAF in the supported districts and at
national level
·        
Guides the Country Director and Director for M&E
in planning for M&E activities and liaise with the Foundation’s Home office
M&E structures to ensure the technical soundness of M&E implementation
strategies.
·        
The incumbent supports the Country Director and
Director for M&E with technical guidance on issues related to M&E.
·        
Maintain a robust and sound working relationship
with the in-country donor M&E agencies and MOH
·        
Mentors and supervises of the Strategic Information
Officers
Qualifications, Skills and
Experience: 
·        
The applicant should hold a bachelor’s degree in
medicine, statistics, demography, epidemiology or other relevant discipline,
including social sciences and public health
·        
Possession of a relevant Master’s degree will be an
added advantage.
·        
A minimum of five years of professional experience
working in HIV/AIDS prevention, care & treatment.
·        
Hands-on experience in working with the national
health information systems at the district and national level. Previous
experience in electronic health/medical records (EHR/EMR) especially DHIS2
preferred
·        
Practical experience in conducting population based
surveys including LQAS and PLACE
·        
Broad knowledge and understanding of current M&E
issues and developments in the field of HIV/AIDS and especially PMTCT, ART and
HCT.
·        
Excellent working knowledge of major databases and
analytical programs including MySQL, Visual Basic, MS access, MS excel, STATA,
SPSS and Epi Data, and GIS
·        
Up-to-date knowledge of technical guidelines and
best practices in primary HIV prevention, PMTCT, ART services, counseling and
testing, TB/HIV, MCH/RH/FP integration.
·        
Strong communication and presentation skills,
training/meeting facilitation skills a plus
·        
Evidence of sharing best practices through
publications in peer reviewed journals, presentations  and conferences
·        
Relevant training in Quality assurance/quality
improvement of health services.
·        
Excellent data analysis skills and ability to think
concisely, critically as well as distill information to lay audience
·        
Evidence of sharing best practices through
publications in peer reviewed journals, presentations and conferences
·        
Excellent verbal and written communications skills
in English, including the capacity to prepare and deliver formal presentations
on programs and results.
·        
Demonstrates adaptability and flexibility in all
aspects of working.
·        
Willingness to work and travel in rural settings in
Uganda.
