About InPact:
Innovation Program for Community
Transformation (InPact) is a non-profit Ugandan organization established in
2010 that works to improve the health and wellbeing of young people aged 10-30
years in the Southwestern district of Kanungu. Our community transformation
programs are designed to mobilize and apply the energy, creativity, and
innovation of young people in the implementation of high-impact interventions
that provide solutions to challenges and needs of young people.  Our core intervention areas span through the
four major sectors of health, education, livelihoods, and the environment.
InPact empowers young people by equipping them with productive skills, creating
spaces for advocacy around issues that concern youth, increasing access to
youth-friendly services and youth-sensitive information, and supporting gender
equity in all we do. Our initiatives target youth within their communities,
bringing quality services closer to them to facilitate access and utilization.
We also provide tailored youth-friendly services, including running a
youth-focused medical health facility that provides a range of health care
services, including: maternal, newborn and child health care; adolescent
reproductive health care; and management of other illnesses, such as
non-communicable diseases that affect the communities in general, and
specifically the youth.
Job Summary:  The
Operations Manager will ensure that a system is in place for the efficient
day-to-day running of the health facility. Within a defined operational
framework, the incumbent will ensure policies and operational practices provide
effective procurement of products and associated equipment, and provide a high
level of service while maximizing value for money. The job holder will
guarantee that a robust risk management system and performance management
framework are implemented, liaising with all key stakeholders as appropriate.
Key Duties and Responsibilities: 
·        
Oversee
the day-to-day operations of the health facility, including planning and
overseeing maintenance schedules
·        
Work
closely with heads of departments to oversee the timetabling of all staff to
ensure the effective running of the health facility
·        
Work
in liaison with the health facility manager to ensure that a robust performance
management framework is in place for the health facility
·        
Ensure
adequate internal quality control and external quality assurance procedures are
in place
·        
Actively
monitor performance reports and initiate corrective actions, liaising with all
key stakeholders where necessary
·        
Establish
robust systems, policies and procedures for the procurement of supplies and
oversee the implementation of these systems
·        
Coordinate
the procurement process from receipt of requisitions to the process of
purchasing orders
·        
Identify
equipment needs and provide input into the tendering processes for the
procurement of equipment.
·        
Identify
and implement business process changes and cost reduction schemes in operational
procurement in accordance with the health facility’s annual work plans and
strategic aims
·        
Develop
excellent relationships with all stakeholders including clients, suppliers and
distributors
·        
Ensure
all queries, complaints and requests for information from clients and suppliers
are dealt with promptly and that all necessary follow-up actions are completed
satisfactorily in writing, email or by telephone as deemed appropriate
·        
Carry
out special projects or any other reasonable duties as directed by the health
facility manager
Qualifications, Skills and
Experience: 
·        
The
ideal candidate should be an American who holds a Bachelor’s degree in
management, business administration, project planning and management, social
sciences, or another relevant field
·        
Working
knowledge and experience in organizational effectiveness and operations
management
·        
Experience
in business and/or project management
·        
Financial
literacy and advanced Excel knowledge
·        
Willingness
to work and travel to rural communities
·        
Proven
ability to work independently and collaboratively
·        
Excellent
communication and leadership skills relevant to project work
·        
High
degree of creativity and flexibility in planning, implementing activities, and
problem solving
·        
Willingness
to learn and adapt to other cultures
·        
Show
keen interest in community development and empowerment
·        
Trustworthy
and dependable in handling resources
·        
Previous
experience in coordination and supervision is desired
·        
Experience
in planning and organization desired
·        
Strong
communication and knowledge management skills are an added advantage
·        
Some
experience working in a health facility is desired
Job Terms and Conditions: Fellows will be provided with housing,
health insurance and a living stipend of $550/month. Additionally, fellows will
receive an award of $1500 upon successful completion of the fellowship year.
Flights to and from the placement site and all other costs associated with GHC
programming are included, including $600 in professional development funds. The
housing area provided by InPact is in a secure private premise within walking
distance (approximately 500 meters) from the InPact Office and Health Facility
in Kanungu, a rural area in Uganda.
Note:
The living stipend and completion award may be paid out in USD or local
currency, as determined by the placement organization.
