With Government
of Uganda committed to addressing food insecurity country wide, the areas that
are most vulnerable to food insecurity are a national priority. Karamoja
region, which is characterized by semi-arid climate, with one long rainy
season, long dry spells, poor rainfall distribution and vulnerability to
droughts is indeed vulnerable and chronically food insecure, which makes it a
good target for this project to foster sustainability and resilience for food
security. This GEF 6 full-size project intends to address key the major
environmental drivers of food insecurity, reverse land degradation and enhance
carbon stocks in the acacia dominated landscapes of Karamoja sub-region.  With this scope the project shall adopt an
integrated approach that will lead to developing of institutional frameworks
for influencing sustainability and resilience, scaling up practices for
sustainability and resilience and monitoring and assessing the results of those
actions with respect to generation of global environmental benefits and
improvements in human livelihoods.
Job Summary:  The Program Assistant will provide technical support
services ensuring high quality, accuracy and consistency of work to the 
United Nations Development Programme (UNDP).
Key Duties and Responsibilities: 
1.
During the project document development phase, the program Assistant will:
·        
Support delivery of the project document and works
in close collaboration with the UNDP Country Office Team, FAO team and the team
of consultants as required to exchange information and support program
delivery.
·        
The incumbent will provide effective administrative
and logistical support to the project design teams including: Organizing
project design meetings, field trips and taking minutes; Making timely payments
of DSA in accordance with UN/UNDP rules, regulations;
·        
Conduct financial transactions in ATLAS, such as
creation of requisitions in Atlas and making budget checks for requisitions
·        
Follow up of procurement and financial transactions
and keep an up-to-date matrix of project timelines and transactions in a timely
manner.
2.
During program implementation, the program assistant will:
·        
Provide accounting and administrative support to the
project management team
·        
Ensure full compliance of financial processes and
financial records in accordance with UNDP rules, regulations, policies and
strategies
·        
Prepare and submit financial reports promptly
·        
Maintain the internal expenditure control system
·        
Ensure a proper and strict cash management system
·        
Provide administrative and financial management
support to the project.
·        
Establish and maintain books of accounts and prepare
all relevant financial reports.
·        
Discharge and fulfill all statutory financial
requirements and obligations on behalf of the project;
·        
Manage requests for the provision of financial
resources by UNDP, using advance of funds, direct payments, or reimbursement
using the FACE (Fund Authorization and Certificate of Expenditures);
·        
Process and review all requests for funds from
responsible parties and ensure proper accountability of all funds disbursed by
UNDP to all project partners.
·        
The job holder will also render support in project
audit processes
·        
Coordinate project activities with other sections;
provides responsible advice and counsel to the Project Manager on a variety of
financial and administrative issues;
·        
Manage the maintenance of project records and files;
monitors the expenditures after budget adoptions for compliance and efficiency.
Qualifications, Skills and
Experience: 
·        
The ideal candidate for the United Nations UN Program
Assistant should hold a Bachelor’s Degree in Finance, Accounting, Business or
Public Administration
·        
Professional qualifications in Finance or accounting
will be an added advantage
·        
At least five years’ work experience with a busy
organization
·        
At least a year or two years’ experience in
administration or program support
·        
Excellent computer skills including knowledge and
experience with Windows, Word and Excel including Experience with web-based
management systems.
·        
Working knowledge of ATLAS program is an added
advantage
·        
Excellent written and fluent spoken English

books experience is an added advantage.
·        
Excellent computer skills including t knowledge and
experience with Windows, Word and Excel
