Railways Corporation (URC) is a body corporate established under an Act of
Parliament to construct, operate and maintain railway, marine and road services
both inside and outside Uganda for the carriage of passengers and goods. As a
result of privatisation of operations, the mandate of URC changed from that of
an operator to that of asset holder, concession monitor and advisor on railway
technical matters.

Job Summary: The Chief
Finance Officer will be responsible for planning, directing and controlling the
Corporation’s Financial Activities. As the head of the Finance Department
he/she will be responsible for safeguarding the Corporation’s assets by
developing and maintaining an effective finance and accounting function.

Responsibilities:

- Plan, supervise and coordinate all activities
in the finance department; - Monitor and control the Corporation’s
expenditure to ensure economy, efficiency and effectiveness; - Ensure that systems and policies exist to
provide appropriate levels of security and control of resources and
operations; - Establish an annual budget cycle, coordinating
the budgetary process and ensuring that the budget estimates match the
annual operational plans in accordance with established policy; - Maintain all accounting and financial data and
systems necessary to record all transactions in accordance with the
Corporation’s policy, regulations and to International Accounting
Standards; - Prepare accurate and timely management and
financial reports on the Corporation’s performance and financial position
over time; - Develop and review internal controls that help
in fraud detection and prevention; - Managing the relationship with the external
Auditors and Bankers.
Qualifications, Skills
and Experience:

- The applicant must hold a Bachelor’s degree in
Commerce, Business Administration, Finance or any other equivalent
qualification from a recognised institution and a professional accounting
qualification such as ACCA, CPA, CIMA; - At least ten (10) years experience with at
least five (5) in a senior management position - Additional post graduate degree in Business
Administration will be an added advantage; - Computer literacy skills in MS Office and
accounting packages such as Sun Systems, Navision and Pastel; - Good interpersonal and analytical skills;
- Ability to innovate and build motivated and
successful teams,
