Feed the Future Program:
Feed the Future, the U.S. Government’s
global hunger and food security initiative, is establishing a foundation for
lasting progress against global hunger. The Feed the Future Uganda Youth
Leadership for Agriculture is a 5 year Activity which will support Ugandan
partners, with youth in the lead, to identify and drive forward sustainable,
inclusive, and cost-effective approaches that put youth, especially female
youth, squarely in the agriculture sector as leaders, farmers, entrepreneurs,
and employees. The purpose of this flagship activity is to increase economic
opportunities for approximately 350,000 Ugandan female and male youth ages 10
to 35 in agriculture-related fields, in order to increase their incomes and
build their entrepreneurship, leadership, and workforce readiness skills.
Job
Summary:
 The Skills Development Specialist will
primarily be responsible for technical leadership and oversight for activities
under Objective 2: Improved skills and competencies of youth. This will include
designing and implementing activities that support technical and soft skills
development at all age levels (primary, secondary, and vocational), as well as
address the needs of out-of-school youth. The Skills Development Specialist
will also work with local partners to pilot, test, and refine best practices in
technical, entrepreneurial and workforce readiness skills training, mentoring
and practice. Successful pilots will then be expanded to other Activity
districts.
Key
Duties and Responsibilities: 
·        
Oversee
the review, design and support execution of technical, workforce readiness and
entrepreneurship skills amongst targeted groups and individuals.
·        
Actively
engage and support local youth organizations to identify and participate in
leadership, community service and social entrepreneurship opportunities in
their communities
·        
Facilitate
opportunities for youth to access and build networks that enhance their
livelihood.
·        
Build
the capacity of youth-led organizations through designing and facilitating
trainings in principles of business management, accounting, community
mobilization, fundraising, budgeting, networking and facilitation.
·        
Keenly
review and or strengthen existing extra-curricular activities aimed at
promoting soft skills and leadership development to identify opportunities for
expansion and adaptation for in and out of school youth.
·        
Design
and introduce extra and co-curricular activities at the primary and secondary
school levels to help students develop practical agricultural skills.
·        
Work
closely with the Deputy Chief of Party, develop and nurture relationships
between businesses, technical, vocational education and training (BTVET)
centers, the private sector and youth leaders to identify priorities and common
areas for collaboration.
·        
Support
BTVETs in creating value chain skills training targeted toward youth-attractive
job needs.
·        
Manage
YLA strategic partner Mango Tree’s activities in designing and developing
training materials for in and out of school youth.
·        
Work
closely with partner Restless Development, support peer models to disseminate
SRH messages to youth clubs, parents and influential community members.
·        
Facilitate
linkages between health service providers/practitioners and youth POs as well
as educational institutions.
·        
Develop
mechanisms to support youth trainers to sensitize male and female members of
farmer organizations to improve women’s decision-making abilities in the management
of household resources.
·        
Work
with the Monitoring, Evaluation and Learning team to ensure that data
collection for Objective 2 is consistent and accurate as specified in the MEL
guidelines.
·        
Mentor
and supervise the performance of the Regional Skills Development Managers.
·        
Perform
any other tasks assigned by the Chief of Party or Deputy Chief of Party
consistent with the overall nature of the Activity.
Qualifications,
Skills and Experience: 
·        
The
applicant must preferably hold a master’s degree in education, business or
other relevant field. Possession of a Bachelor’s degree in a relevant field
with ten years’ experience may be substituted for a Master’s degree.
·        
At
least six years’ experience in workforce development or youth development work.
·        
Excellent
track record of achieving results in similar types of skill development
activities.
·        
Demonstrated
high level technical, analytical and interpersonal skills.
·        
Strong
English written and oral communication skills.
