Operations
Development is an international non-profit organization which is embarking on
becoming the global banner carrier for youth-led development; demonstrating at
the grassroots and policy levels that young people can and must play a lead
role in development. Over the past five years, Restless Development has more
than tripled the size of its budgets and programmes, and has been repeatedly
cited as a model of best practice in youth-led development by the World Bank,
DFID, UNICEF and others.
Development in partnership with Reproductive Health Uganda and the Uganda
Association of Private Vocational Institutions UGAPRIVI is leading community
initiatives that empower young people of Karamoja to adopt safe sexual
reproductive behaviours and generate sustainable livelihoods in response to
market demand through skills training, post-training services and linkages to
coordinated support from relevant non-state and state actors.
Manager will take the overall responsibility for the field office in Moroto and
will provide project leadership to the two programme in Karamoja. S/he will be
responsible for the successful delivery and will work through a team of
talented young staff. The incumbent will also oversee all partnership
management, and ensure effective financial, grant and personnel management.
Programme Strategy, Design and Delivery: 25% Working closely
with the programme team:
Lead design, implementation and regular review of
work plans and budgets
Manage the development of all training curricula and
other programme guidance for staff and peer educators
Make sure there is high quality recruitment,
training, placement, and support and supervision processes for peer educators
Support the officers to collect, analyse and report
against programme targets
Carry out field visits to review programme progress,
sharing feedback and overseeing effective follow up as required
2. Partnership development and Management: 15%: Working
closely with the programme team:
Identify, develop and manage relevant programme partnerships
with government, donors, NGOs and other key stakeholders
The incumbent will oversee smooth management of RHU
and UGAPRIV partnership
Oversee all events to raise the profile of the
programme
The job holder will represent Restless Development
in local and national forums and platforms
Support the Sector Working Group on Youth and other
relevant networks
Ensure quarterly reporting of our activities to
local government and participation as required in meetings and events
Grant Management: 15% Working closely with the Fundraising Unit at Head
Office:
Make sure of timely and accurate internal financial
and narrative reporting to enable continual programme review and improvement
Work closely with the programme, finance, and
monitoring and evaluation teams at Head Office to ensure timely development and
submission of external reports
Support communications with donors and partners in
collaboration with the Partnerships Manager
Financial planning and Management: 15% Working closely with the Finance Unit
at Head Office:
Take lead in developing, managing and regularly
reviewing the programme budget
Assist the development of donor budgets and
expenditures reports
Render support in the development of annual
programme budgets and quarterly reforecasts
Ensure financial policy and procedure is adhered to
by the team
Ensure that value for money is obtained
Personnel Management: 15%
Coordinate training and other capacity-building
initiatives for staff as required
Line and performance manage team, serving as a role
model at all times
Provide guidance and expertise to the Leadership
Team at Head Office as required
Ensure human resource policy and procedure is
adhered to by team
Ensure volunteer and staff welfare with support from
the Senior Manager
Office Management: 10%
Lead on communications with Head Office,
coordinating support for all units
Ensure safety and security policy is adhered to,
acting as focal point for risk management in the North
Ensure office and assets are safe and secure at all
times
Provide weekly security updates/reports for Karamoja
Other: 5% Other duties as required. Occasionally working on weekends and holidays
for which time off in lieu can be taken.
Experience:
The ideal candidate for the Restless Development Programme
Manager should hold a Graduate level degree (Degree, Masters) in relevant field
of study
At least four years’ experience in programme
management, including proven experience of managing large and complex programmes
relating to youth sexual reproductive health, livelihoods and/or civic
participation
Strong partnership development and networking skills
Excellent numeracy skills with strong experience in
budget management
Broad knowledge and understanding of project cycle
management
Good understanding and practical experience of youth
development in Uganda
Excellent verbal and written communications skills
Prior experience of donor management and reporting
Ability to lead, inspire and develop a talented
team, including experience of managing young staff with limited experience
Excellent problem-solving skills and ability to make
sound operational decisions
Strong team player able to work under own initiative
Willingness to travel to rural areas as required
