About US:
The National
Environment Management Authority (NEMA) is a semi-autonomous institution,
established in May 1995 under the National Environment Act CAP 153 and became
operational in December 1995, as the principal agency in Uganda, charged with
the responsibility of coordinating, monitoring, regulating and supervising
environmental management in the country.
Job Summary:   The Principal Environmental Economist will be
in charge of the collecting process and analyze policy and economic information.
Key Duties and Responsibilities: 
·        
Support lead agencies in the integration of
environmental considerations into sectoral plans, policies and programs;
·        
Keenly review the functions of NEMA’s linkages with
target lead agencies;
·        
The incumbent will develop tools, instruments and procedures
for collecting, processing and integrating data on important environmental and
economic parameters;
·        
Develop and review policies and Institutional
frameworks with a view to including in the, important environmental consideration;
·        
Coordinate and undertake socio-economic studies,
baseline studies and other impact studies on various aspects of environment;
·        
Carry out cost benefit analysis of new policies,
plans, programs and institutional arrangements with a view to determining the
most cost effective and sustainable options;
·        
Conduct the preparation of NEMA’s annual workplan and
budget as well as Sectoral Ministerial Policy Statement;
·        
Carry out research in various aspects so as to
promote sound environmental management;
·        
Conduct periodic review of NEMA’s strategic plan;
·        
Carry out resource mobilization through proposal
writing.
·        
Render support in the compilation of NEMA’s annual
and quarterly reports;
·        
Keenly review collected information on economic and
social policies on environment to inform decision making;
·        
The incumbent will support NEMA and its Departments
in utilizing economic and budget performance measurement indicators;
·        
Prepare regular publications on key macroeconomic
and budget indicators;
·        
Collect and analyze the impact of environmental
policies on macro-economic development.
·        
Actively monitor implementation of the work plans by
the Departments;
·        
Perform any other duties as may be assigned from
time to time by the Supervisor.
Qualifications, Skills and
Experience: 
·        
The applicant should preferably hold a Bachelor’s
Degree in any of the following fields: Economics, Environmental Economics,
Natural Resources Economics, Statistics, Economic Policy and Planning, Economic
Policy and Management from a recognized Degree awarding Institution.
·        
Possession of an Advanced degree in any of the above
is a MUST.
·        
A Post graduate Diploma in Project Planning and Management
or Policy Analysis is an added advantage.
·        
A minimum of five years of professional experience
in Natural Resources Economic Planning and Management.
·        
The applicant must have public sector,
macro-economic, financial and social analytical skills;
·        
Excellent report writing and presentation skills;
·        
Excellent skills in proposal writing;
·        
Ability to apply econometrics skills;
·        
Excellent policy formulation and analytical skills;
·        
Good research, monitoring and evaluation, information
systems design and operation skills;
·        
Hands-on skills in economic and statistical computer
packages;
·        
Ability to work with minimum supervision
·        
Excellent communication and interpersonal skills
·        
High ethics, integrity and confidentiality
·        
Proven ability to work under pressure and to make
accurate and informed decisions;
·        
Excellent analytical and coordinating skills;
·        
Proven ability to work independently and with strong
organizational and planning skills.
