About

Belgian Development Agency, BTC Uganda
and Ministry of Education, Science Technology and Sports will implement
together a support program to the implementation of the Skilling Uganda
Strategy. The main aim is to raise standards and expand coverage of training,
create employable skills and competencies relevant to the labour market instead
of educational certificates.
Key
Duties and Responsibilities: 
1. Project Management: 40%
·        
The Project
National Field Officer will manage the planning and implementation of
activities Coaching and supporting the 4 project field coordinators in their
tasks:
·        
Significantly
contribute to the quality assurance and technical guidance of a pilot Skills
Development Fund (pSDF);
·        
Ensure
the follow- up of administrative files in support of the project managers
2. Coaching and Supporting: 30%
·        
Coaching
and supporting the 5 selected BTVET institutions in setting up and implementing  their strategic business development plans;
·        
Manage
the monitoring of progress towards business plans of the selected BTVET
partners (including tracer studies and supervision;
·        
Support
the demand side (industry) in identifying the current and future skills
requirements;
·        
Coaching
and supporting the business membership organizations (BMO’s) in identifying the
skill gaps within their members;
·        
Support
the set-up of a BTVET knowledge sharing platform for BTVET stakeholders at both
regional/ central level;
·        
Prepare
and submit progress and activity reports, as agreed with the Project Management
Team (PMT);
·        
Significantly
contribute to the compilation of the project final report at the end of the
project.
Qualifications,
Skills and Experience: 
·        
The
ideal candidate for the Project National Field Officer job opportunity should
hold a Master’s degree or equivalent in technical fields, social sciences, business management, education;
·        
A
minimum of six years of proven, relevant experience in strategic planning of
the  education/training in BTVET Institutions;
·        
Significant
experience in project management;
·        
Prior
experience in the field of strategic planning and organizational change
management;
·        
Previous
experience working with the private sector and/or bilateral agencies would be
an advantage.
·        
Fluent
in English
·        
Excellent
reporting skills
·        
Ability
to work autonomously and in a team, sometimes under stressful conditions.
