from research centres in Uganda and Niger.
Job Summary: The Logistics Manager
will be responsible for defining, planning and monitoring logistics activities
and programs in the Research Center in accordance with Epicentre protocols as
well as coordinate human and material related resources needed in order to
contribute to the development of the research center and optimize the impact of
the research studies.
Key Duties and Responsibilities: 
·        
Actively participate in the development of the
project policy, annual plan, project proposal, project budget review
·        
Technically support the activities of the Research
Centre with the resources, procedures and tools defined with the Logistics
Coordinator, in order to facilitate achievement of the operational objectives.
·        
In charge of implementing and maintaining an
appropriate supply chain for the Project.
·        
Monitor on a day-to-day basis the implementation of
logistics/technical activities in the Centre (construction, transport,
communications, water and sanitation, vehicles and engines,
equipment/installation and infrastructures, biomedical equipments,etc) ensuring
compliance of Epicentre standards, protocols and procedures, and report to the
Resources Manager on the development of the ongoing programmes

Ensure good functioning of vehicle fleet and other
equipment
·        
Implement water and sanitation activities planned.
·        
Ensure supply chain and ordering process are in
place.
·        
Ensure inventory of supplies are done on a monthly
basis.
·        
Ensure the installation and maintenance of
functional office space(s) and lodging facilities in the project in an adequate
living condition as well as all the equipment required.
·        
Manage and monitor the logistics of the material
resources for the Project, under the supervision of the line manager and the
technical adviser.
·        
Implement, manage and monitor the application of
necessary reporting tools for logistic activities
·        
Manage the implementation of support activities
(communications, electricity, transport) and any other logistical activities
required to achieve the Research objectives (construction/restoration, water
sanitation, etc.).
·        
Actively monitor activity in the different logistics
specialties, as well as providing technical support to logistics personnel in
the field through self-knowledge and policies.
·        
Coordinate, organize, supervise, coach and support
logistics team members’ performance to improve the logistics components of the
Project Study Research
·        
Plan and supervise, in close coordination with the
Resources Manager, the associated processes (recruitment, training, induction,
performance evaluation, development and internal / external communication) of
the logistics staff of the project in order to ensure both the sizing and the
amount of knowledge required, improve people capabilities.
·        
Actively participate in the implementation of the
technical choices, policies and logistics procedures defined by the line
manager in the Project Security Policy. Ensure compliance with them, the
correct use and maintenance of tools and documents for logistical monitoring.
In the absence of the Resources Manager and at the request of the Director,
oversee security
Qualifications, Skills and
Experience: 
·        
The ideal candidate should have a minimum of three
years’ experience in a similar position with MSF or another NGO or in a
Research Center.
·        
Prior experience of cross cultural environment
·        
Computer literacy skills
·        
Excellent communication and negotiation skills – and
ability to pass on information
·        
Willingness to work and live in remote setting with
limited social life.
·        
Show commitment to MSF’s Principles
·        
Cross-cultural Awareness, behavioural
·        
Fluent in English (written and oral), good command
of French is an asset
