Title: National Gender, Vulnerable Youth Expert

and Ministry of Education, Science Technology and Sports will implement
together a support program to the implementation of the Skilling Uganda
Strategy. The main aim is to raise standards and expand coverage of training,
create employable skills and competencies relevant to the labour market instead
of educational certificates.
Duties and Responsibilities: The National Gender & Vulnerable
Youth Expert shall work closely with the project coordinators as well as with
the national technical advisor and the project field managers, with following
tasks:
Set
up the framework for gender and social targeting for the relevant project’s
components;
Steer
the gender mainstreaming approach and gender audit of the project;
Actively
contribute to the development of gender and social eligibility criteria in the
framework of the pSDF
Ensure
gender and social sensitive labour market information gathering;
Oversee
the promotion campaign to increase the participation of disadvantaged groups to
BTVET
Work
closely with relevant M&E, gender and social working groups and
coordination structures.
Coordinate
and seek synergies with other programs targeting gender and disadvantaged youth
Contribute
to the mainstreaming of other cross cutting issues of the project, including
disability, environment, and HIV-AIDS mainstreaming
Actively
contribute to the set-up of project’s monitoring framework following the MORE
results,
Support
gender sensitive and social disaggregated monitoring including tracer studies
of pSDF other
Ensure
monitoring of the project’s M&E matrix;
Compile
lessons learned on promotion of gender and social targeting from project
supported activities.
Skills and Experience:
The
ideal candidate for the National Gender & Vulnerable Youth Expert career
job must hold a Master’s degree or equivalent in gender studies, social
sciences, business management, education;
A
minimum of four years of proven, relevant M&E experience
A
minimum of four years of proven, relevant experience in gender mainstreaming
and/or social targeting
Previous
experience in facilitating the cooperation between BTVET institutions and
private sector is a plus
Experience
working with bilateral or multilateral agency is an advantage.
Ability
to work autonomously and in a team, sometimes under stressful conditions.
