Secretary
for East Africa (IUCEA) is a strategic institution of the East African
Community (EAC) responsible for coordinating the development of human resources
and research in the region. IUCEA is
charged with a number of responsibilities among them being to coordinate
academic and research activities jointly undertaken by Partner states and
member university institutions. The main
objectives of IUCEA are to (i) facilitate networking among universities in East
Africa, and with universities outside the region; (ii) provide a forum for
discussion on a wide range of academic and other matters relating to higher
education in East Africa; and (iii) facilitate maintenance of internationally
comparable education standards in East Africa so as to promote the region’s
global competitiveness in higher education.
Systems Officer will analyze IUCEA’s systems requirements, design, implement
and maintain critical systems for efficient and effective delivery of services
in the Secretariat and to higher education institutions. The incumbent will
provide technical advice, training and support to all users of ICT systems and
services in IUCEA.
- Keenly
analyze, design and implement ICT systems - Carry
out periodic research on ICT products, services and trends to keep abreast
with new developments in ICT field and to take advantage of emerging
technologies - Conduct
periodic needs assessment and recommend appropriate system solutions to
address identified needs - Prepare
systems specifications and coordinate the implementation of approved
systems as per agreed design and specifications and/ or Terms of Reference - Give
technical advice on the outsourcing and project management of major
systems construction and development - Maintain
and update the data systems and user requirements documentation - Maintain
all IUCEA ICT systems and ensure they are properly working by conducting
regular system maintenance checks on Financial Information Management
System, Human Resource Management Information System, Registry records,
e-Library and Library Management Information System - Work
closely with vendors of IUCEA systems for upgrades and major maintenance - Act
as the custodian of all passwords - Coordinate
and implement mitigation measures to guard against security threats and
vulnerabilities of networks, systems and information data - Conduct
ICT systems risk assessment and make appropriate recommendations to
management - Carry
out routine backup of all systems including management of off-site backups - Maintain
record of all key software licenses procured by IUCEA and coordinate their
renewal - Manage
local, intra- and wide area networks, bandwidth and e-security - Design
and update web portals and websites project proposals and participate in
mobilization of funds for ICT projects - Design
up to date information on the latest ICT education uses and disseminate to
higher education institutions - Performing
any other duties that may be assigned by the Executive Secretary from time
to time

of higher education institutions connected to IUCEA website/Network - Research
reports on ICT products and services - Reports

of IUCEA staff trained on the system usage and common desktop applications
- The
ideal candidate for the Senior Systems Officer vacancy should a Master’s
Degree in Computer Science or Information Technology or its equivalent
with a strong bias in business and/or software engineering. - At
least eight years’ experience, three at middle level in ICT projects
management and/or leadership - Detailed
working knowledge in Business re-engineering and strategies, Systems
Analysis and Design, ICT contracts and Specification Drafting, Data Base
Design and Administration, ICT management/Leadership, Network
Administration, ICT projects management, Business continuity/ disaster
recover management, planning/coding and ICT training program delivery
skills - Age
Limit: Below 50 years.
