One Health
Central and Eastern Africa (OHCEA) is a University network of Schools of Public
Health and Schools of Veterinary that are located in seven countries namely;
Cameroon, Democratic Republic of Congo, Ethiopia, Kenya, Rwanda, Tanzania, and
Uganda with the regional secretariat located in Kampala Uganda, at the Makerere
University School of Public Health Annex in Kololo.
About USAID OHW Project:
OHCEA received
a five-year sub award for implementation of activities funded through
University of Minnesota from USAID for the implementation of the One Health
Workforce Project (OHW). This project will facilitate Government Led,
University Driven, Network Supported Coordination and collaboration across all
levels of the human and animal health sectors essential to meet the Global
Health Security Agenda (GHSA) vision for “a world safe and secure from global
health threats posed by infectious diseases.”
Job Summary: The Head
Training and Research will work in liaison with the Regional Manager –
Technical to ensure overall compliance and coordination of the Training and
Research Technical arm for OHCEA, Its success and its visibility. The incumbent
will support in providing technical program leadership in the development,
management and support of project activities in the area of Research and
Training. The Head Training and Research will work very closely with the
different departmental Team Leaders overseeing the project’s major components,
and other program staff to ensure results and synergy in the development and
implementation of the Research and Training function of OHCEA.
Key Duties and Responsibilities: 
·        
Oversee and facilitate achievement of program
objectives related to training and research to deliver on set targets with
technical backstopping and support.
·        
Work closely with the M&E function to ensure
appropriate measurement of project impact and high quality reporting related to
training and research.
·        
Initiate and facilitate regular technical meetings
to review program implementation, and identify measures to overcome
implementation bottlenecks and enhance quality of deliverables.
·        
Account to the Regional Manager – Technical on the
delivery of strategic program objectives, with regular reporting on a monthly,
quarterly and annual basis on the Training and Research portfolio.
·        
Ensure that the daily operations of overall program
implementation activities for the Research and Training portfolio at OHCEA are
on schedule and that reports, new plans and budgets are prepared with
sufficient lead time to get the necessary approvals.
·Work closely with
the Regional Manager – Technical to provide technical and administrative
support in all aspects of Training and Research and carry out any duties that
may be assigned by the Programme Manager.
·        
Manage the delivery of training OHCEA training
programmes to ensure that mechanism are in place for evaluating programmes,
assessment of training needs, determination of best was to address the needs
and where relevant oversee the creation and/or delivery of e-learning packages.

Work in liaison with all OHCEA Training and Research
partners
Qualifications, Skills and Experience: 
·        
The Head Training and Research should preferably
hold a Master’s degree in International Health, Social Sciences, Health or
related discipline
·        
At least ten years of senior level experience in
designing, implementing and managing large, complex multi-faceted programs
integrated with quality health service delivery or projects in within any of
the OHCEA countries.
·        
Prior USAID experience is desired
·        
Significant experience in past work as a senior
staff in a similar project and as a mid-level or senior staff in at least three
of the following technical areas and good knowledge of the salient issues in
the other areas: Training development and delivery, Research
·        
Demonstrated ability to direct and manage a team and
to work with partners at the global, regional and country level.
·        
Past exposure and experience overseeing development
of activity budgets, managing activity costs, and monitoring program spending
against budget in an accurate and timely manner
·        
Proven experience to develop and work within approved
work plans
·        
Demonstrated ability to manage confidential matters
discreetly and with the trust and confidence of colleagues and clients including
partners and line ministries
·        
Demonstrated diplomatic and interpersonal skills and
ability to work in a complex and changing environment with all levels of
stakeholders
·        
All candidates MUST be willing to work and live in
Uganda with frequent travels within the region.
·
