About USAID RWANU Project:
ACDI/VOCA is an
international NGO that is currently implementing the USAID-funded PL 480 Title
II Development Food Assistance Program entitled “Resiliency through Wealth,
Agriculture, and Nutrition in Karamoja (RWANU).” The RWANU Program aims to
reduce food insecurity among vulnerable rural populations in selected
sub-counties of Amudat, Moroto, Napak and Nakapiripirit. The Program’s
strategic objectives are (1) improved availability and access to food and (2)
reduced malnutrition in pregnant and lactating mothers and children under five.
The RWANU Program takes a preventive approach to reducing malnutrition,
focusing on the first 1,000 days of life when conditional food rations will
have the highest impact. RWANU promotes diversified livelihoods strategies
including linkages to market opportunities to ensure long-term food security
and resilience to food insecurity shocks.
Job Summary: The Finance
Director will be accountable for overall financial management of the project
including all reporting to Government, corporate HQ, and donors. The incumbent
directs and oversees all finance management.
Key Duties and Responsibilities:

Oversees, establishes, and maintains finance systems according to Government,
ACDI/ VOCA’s, and donor’s standards:

Leads and directs assigned staff:
·        
The job holder also plans, organizes, distributes,
and coordinates the flow of work.
·        
Supervises, trains, guides, and advises staff.
·        
Establishes work plans and annual performance goals
for each team member ensuring timely and quality execution of group
deliverables
·        
Makes recommendations concerning employment,
performance, and other personnel actions.
·        
The job holder makes sure that Field Finance and
Accounting Manual, and other corporate and applicable policies, procedures, and
schedules are adhered to.
·        
Recommends, approves, and implements procedures, and
schedules within limits of authority.

Provides financial management to the program:
·        
Prepares and analyzes budgets, prepares financial
reports, and makes recommendations to HQ on budget expenditures.
·        
Ensures that Program funds are utilized
appropriately by the close of the fiscal year.
·        
Manages the annual financial audits of program and
ensures that sub grantees comply with all audit and financial review
requirements.
·        
Maintains updated information regarding all
reporting requirements and financial restrictions.
·        
Represents ACDI / VOCA and participates at meetings
with relevant government, donor, NGO and other agencies and personnel to
promote ACDI/VOCA programs, facilitate successful coordination of activities,
and ensure transparency.
·        
Travels to the Karamoja region 50% of the time.
Provides financial technical expertise and guidance to the various field
offices.
·        
Perform any other duties and projects as may be
assigned from time to time.
Qualifications, Skills and
Experience: 
·        
The ideal candidate should preferably hold a Master’s
degree in Finance or Accounting from an accredited Institution.
·        
Possession of professional accounting qualification
i.e. ACCA, ICSA, CIMA CPA or others is preferred.
·        
At least ten years’ experience in Financial
Management including three years’ experience at a senior level, preferably
working with an international NGO.
·        
Broad working knowledge of applicable GoU, USG, and
donor laws, regulations, policies, and practices in all areas (finance,
accounting and payroll)
·        
Demonstrated ability to effectively use the
Microsoft suite and accounting package software.
·        
Excellent critical thinking skills and judgment.
Proven willingness to make timely and sound decisions.
·        
Excellent oral communication skills. Ability to
communicate, negotiate, to advise, persuade, or resolve issues that are highly
complex and sensitive in nature.
·        
Demonstrated ability to communicate effectively with
persons on all levels both inside and outside the company.
·        
Strong written communication skills, including
demonstrated ability to write required documents in a clear, concise,
well-organized manner.
·        
Highly self-motivated and with the ability to follow
through to end of assignments while meeting goals and deadlines.
·        
Broad awareness, sensitivity, and understanding of
cross-cultural issues particularly in representing a US-based organization.
·        
Ability to effectively relate, motivate and work as
a team player.
·        
Demonstrated ability to successfully manage a team
of diverse individuals. Strong mentoring and teambuilding skills.
·        
Fluent in English
·        
Accuracy, attention to detail.
·        
Ability to travel 50% of the time for periods of up
to two weeks.
