About US:
The Ministry of
Gender, Labour and Social Development (MGLSD) has championed efforts to promote
a coordinated approach to social protection in Uganda. These efforts culminated
in the design of the Expanding Social Protection (ESP) programme that has been
implemented by the GoU under the MGLSD with financial and technical support
from GoU, DFID, Irish Aid and UNICEF. Its goal is to reduce chronic poverty and
improve life chances for poor men, women and children in Uganda. The purpose is
to embed a national social protection system, including social assistance for
the poorest and most vulnerable, as a core element of Uganda’s national
planning and budgeting processes. Phase I of the ESP programme was implemented
through a Social Protection Secretariat which was established in 2010 under the
Directorate of Social Protection of the Ministry. The objectives of Phase I
included piloting Social Assistance Grants in 15 districts and capacity
building. ESP is now transitioning to Phase II in which the program will expand
to cover a total of 55 districts during the next five years and be implemented
by a Programme Management Unit (PMU).
Job Summary: The SAGE Operations
Coordinator will provide overall leadership to the program operations and
ensure smooth implementation and coordination of the delivery model of senior
citizens grants and other Direct Income Support (DIS) programs in a timely,
regular, predictable and accurate manner.
Key Duties and Responsibilities:
·        
Coordinate and manage the delivery of DIS programs
through conducting regular field visits to implementing districts.
·        
Prepare internal annual management plans, staffing
plans for the SAGE unit, specifying quarterly targets, responsibilities,
expected results, associated activities and the timing of their implementation.
·        
Assist the Fund Manager in the compilation of detailed
TORs, and contracts for sourcing implementation providers.
·        
Prepare and continuously review the SAGE Regional
annual budgets and ensure the implementation of financial management
procedures.
·        
Actively monitor the performance of regional
technical support units and the payment of service providers
·        
Oversee the day to day management of the payment
service provider including review of reports and participation in meetings.
·        
Build, strengthen partnerships with district local
governments through operationalizing ESP II MoUs between the MGLSD and district
authorities.
·        
Manage contracted implementation providers and
cooperating partners at the regional level and ensure timely deliverables of
the contracted technical assistance.
·        
Ensure capacity building of local governments is
delivered through technical training in liaison with the SPO Capacity Building.
·        
Work collaboratively with URSB, NIRA, EC, UBOS to
build a reliable and comprehensive data base for program targeting.
·        
Review and approve requisitions for SAGE related
logistics and procurement.
·        
Carry out monthly planning and review meetings,
agree monthly work plans and monitor performance outputs against agreed plans
and targets.
·        
Mentor and supervise the SPO MIS to ensure timely
and accurate capture of household data and timely disbursement of cash
transfers to beneficiaries.
·        
Prepare monthly and quarterly progress reports and
lead in preparing the operational component of the SAGE annual report.
·        
Performance management of all direct reports and
ensure targets are agreed for specific performance periods.
Qualifications, Skills and
Experience: 
·        
The applicant should preferably hold an Honours
degree in Business, Management and Social sciences and Masters in a relevant
field. A Post graduate qualification in Project Monitoring and Evaluation or
financial management will be an added advantage.
·        
At least eight years’ experience in community
programming or development.
·        
Prior experience of working with governments,
non-governmental organizations and/or research institutions in Uganda.
·        
Working knowledge in managing cash transfer programs
will be preferred.
·        
Excellent management and communication skills
·        
Strong coordination, planning and supervisory skills
·        
Excellent analytical skills and understanding of
systems, processes and controls in fiduciary management
·        
Ability to investigate, analyse and report relevant
information
