About US:
Reach Out Mbuya Parish HIV/AIDS
Initiative was established with the aim to curb the further spread of HIV among
the less privileged members of the community and enable those already living
with HIV and AIDS to live a responsible and dignified life. Reach Out Mbuya
uses a holistic approach to care for people living with HIV (PLHIV) that
focuses on the physical, social, emotional, and spiritual wellbeing of the
patient. This is done by looking at the needs of the body, mind, family and
community in effective patient care. The program focuses on HIV prevention,
care and treatment, along with community and social support using low-cost
interventions such as a nurse-led medical care approach and utilization of
expert clients as the community health workers (CHWs). Reach Out Mbuya is
currently looking to expand the scope of services provided and increase the
organization’s visibility.
Reach Out Mbuya has been in existence for
over 14 years. In 2001 the organization worked with 14 patients and 15
volunteers; it now serves more than 7,500 adults and provides support to 8,000
orphans and vulnerable children. Primary funding for this growth was – and
continues to be – provided by PEPFAR through the US Centers for Disease Control
and Prevention (CDC). ROM would like to identify additional sources of funding
as the organization plans for future programming. In the past, the organization
has focused on care and treatment and has barely tapped into research
opportunities that could offer additional sources of funding for the
organization.
Job Summary: The Strategic Development Officer will review
and implement the resource mobilization systems at Reach Out Mbuya. The job
holder will be tasked to develop resource mobilization and strategic
development policies to improve financial resources in ROM. ROM is in the
process of writing the 2016 – 2020 Strategic Plan and the job holder will be
expected to oversee the implementation of the newly developed strategic plan.
In this new position within the organization, the Strategic Development Officer
will work closely with the Research Officer and the Executive Director to
identify possible partners who can provide technical, financial or other
support to ROM and prepare proposals for mobilizing such support. The key goal
of this vacancy is to review, develop and implement the resource mobilization
systems and strategic development policies to improve financial resources in
ROM.
Key Duties and Responsibilities: 
1.
Strategy:
·        
Develop
and implement a fully integrated fundraising and partnership resource
mobilization and development strategy
·        
Develop
and implement resource mobilization strategies according to terms agreed upon
in consultation with ROM management
·        
Oversee
resource mobilization capacity development planning and implementation for ROM
2.
Grant Management and Partnership Development:
·        
Identify
and respond to grant opportunities and maintain a grant tracking matrix as well
as a grants database
·        
Develop
and maintain partnerships and networks with potential donors, including local
funding agencies, corporate sectors, and international donors to foster a
profitable working relationship with ROM and continuous fundraising in line
with donor requirements and ROM resource mobilization guidelines
·        
Support
the writing of programmatic reports and technical documents
·        
Develop
and maintain a donor database including contact details, areas of
interest/objectives, funding and contractual modalities, and formats with a
view to sustaining existing cordial relationships and identifying new potential
funding opportunities in line with ROM resource mobilization guidelines
·        
Manage
project proposal process, from initial drafts, through securing approval from
ROM management, to producing final versions for submission to prospective
development partners and other parties
·        
Keep
donors promptly informed of all developments in ROM that are relevant to them
·        
Attend
donor/ROM meetings

Evaluation:
Collect
and record all data related to donor funds, the activities they finance,
produce accountability statements to donors, and submit them through the
appropriate authorities

Job Terms and Conditions: Fellows will be provided with housing,
health insurance and a living stipend of $550/month. Additionally, fellows will
receive an award of $1500 upon successful completion of the fellowship year.
Flights to and from the placement site and all other costs associated with GHC
programming are included, including $600 in professional development funds. Reach
Out Mbuya (ROM) provides decent, fully furnished accommodation close to the
office in Kampala, an urban center.
Note:
The living stipend and completion award may be paid out in USD or local
currency, as determined by the placement organization.
