About DFID SURGE Project:
RTI
International seeks to implement the Strengthening Uganda’s Response on Gender
Equality (SURGE) which will be funded by the Department for International
Development (DFID). The Programme will provide targeted Technical Assistance
(TA) and operational support for implementing gender equity in Public Finance
Management (PFM); provide quality assurance and grants management for selected
civil society organisations for prevention of Gender Based Violence (GBV) and
provision of GBV response services; and undertake robust performance reviews,
evaluations, dissemination and evidence-based advocacy to ensure that programme
interventions contribute to wider learning.
Job Summary: The Team Leader
will serve as serve as the primary, representational point of contact for DFID
and provide leadership, management, and oversight to programme management and operations,
including financial management, cost control, partner management, programme
planning, performance monitoring, financial reporting, and client relations.
Qualifications, Skills and
Experience: 
·        
The ideal candidate should preferably hold a
University Degree in Business or Public Administration, Public Finance;
Political Science; International Relations or Development or related area
·        
A minimum of fifteen years’ experience working with
international donor-funded programing (including DFID-funded programmes) in
challenging political and institutional environments.
·        
A minimum of ten years’ experience working with
programming in contexts similar to Uganda is also required (experience in
Uganda preferred).
·        
Prior experience must also include management of
projects which include PFM capacity building and leading gender and equity responsive
programming.
