About USAID Project:
UHMG was
awarded the USAID/Uganda Social Marketing Activity, a four-year cooperative
agreement for a health sector-wide program. The program’s goal is to contribute
to a reduction in new HIV infections, total fertility, maternal and child
mortality, malnutrition and malaria, and to improve access to family planning.
This four-year activity aims to improve utilization of and increase the uptake
of health-related social marketing products and services among under-served
Ugandan consumers and communities in rural and urban areas.
Job Summary: The Monitoring
and Evaluation Manager will be responsible for the planning and implementation
of all M&E activities, and measuring the impact of the USAID project,
including the development of systems, processes, and an organizational culture
that delivers evidence-based programmes. S/he will work very closely with all
project’s sector managers to obtain data through regular monitoring and
evaluation of activities versus set targets, ensure that the project’s and
organisation’s PMP are well aligned to effectively monitor progress of the organizational
Annual Work Plan. The incumbent will also serve as the focal point for the
implementation of the information management and database system, and will
regularly manage large amounts of data with high degree of speed, accuracy, and
attention to detail. The job holder will play a leading role in the development
of and providing updates of the organisations M&E framework, and hence this
will require a self-driven, seasoned, and experienced person with skills to manage
and oversee these technical areas.
Key Duties and Responsibilities:  
Oversee the development and implementation of the
project’s Monitoring and Evaluation (M&E) Framework / PMP (Performance
Monitoring Plan) for the project, including development of relevant M&E
indicators in line with the organization’s Strategic Plan, and the donor’s
M&E requirements.
Develop guidelines for implementation of the M&E
plans. Develop the framework and procedures and a project specific database for
the evaluation of the project’s activities.
Develop project specific Standard Operating
Procedures (SOPs) for data collection and reporting.
The job holder will also establish and continuously
improve systems and processes that ensure quality documentation, monitoring and
evaluation of programme effectiveness, to inform evidence-based programming and
organizational learning.
Design clear data collecting methods and develop
clear targets and baseline measurements for each indicator with a focus on
related program goals and objectives.
Develop data collection tools and carry out data
collection, analysis, and M&E targeted capacity building sessions with
sub-partners and other key stakeholders in the use of these tools through
training, coaching, and mentoring initiatives. Follow up on agreed-upon areas
of improvement, so that findings are addressed and resolved in a timely manner.
Guide, organize, and supervise, and coordinate the
collection of relevant adequate, timely, accurate, and quality M&E data for
entry, processing, analysis and utilization in project monitoring and
evaluation, and maintain and update internal and external databases containing
programmatic and operational information. Check source documents for data
accuracy and quality.
Assist the Program Managers in ensuring that M&E
reports are prepared, reviewed and finalized in time.
Manage the collection and compilation of data into
monthly, quarterly and annual reports on program activities to track key output
and performance indicators.
The incumbent will coordinate design and implementation
of project surveys including; baseline studies, situational analyses, special
studies, and other research activities.
Work in liaison with the program staff, initiate,
and support the review process of the M&E tools as appropriate, and oversee
the development, on-going modifications, strengthening, and functioning of
M&E databases at different levels.
Work closely with the supervisor, coordinate
mid-project review meetings with various project partners, collaborating
agencies, funders, and other organisations working in the relevant areas.
In liaison with the Research team, support staff to
draft, submit, and present high quality abstracts, posters and papers on
M&E and operational research findings at local, national and international
conferences or in peer-reviewed scientific journals
Prepare and send periodic status reports to the
supervisor for project monitoring and evaluation.
Offer technical support during work plan and
proposal development.
Mentor and supervise the M&E Officers and Assistants
of the Project, and ensure all functions under their care are performed
Carry out timely performance appraisals for staff
Qualifications, Skills and Experience:  
The ideal candidate for the USAID Project vacancy
must hold a Bachelor’s Degree or higher in Social Sciences, Public Health,
Statistics or other related degree. Post Graduate training in health
communication is an asset.
Possession of a Master’s Degree in epidemiology,
research methodologies and project management and evaluation or other related
degree is a must.
Post graduate Diploma in Project Planning and
Management or M&E is essential.
Working knowledge of data-processing and use of
statistical data analysis software (SPSS, STATA, Excel, MS Access, etc.) is

Framework model for program planning and proficiency in Management Information
Systems, spreadsheet and graphics presentations, and database development and
maintenance with hands-on experience required is required to provide

A minimum of five years’ relevant experience working
in monitoring, evaluation, and learning of development/humanitarian
projects/programs in a donor environment, and in monitoring public health communication-related
projects of similar scope in a social marketing field. Demonstrable results in
previous work environment should reinforce claims to this experience.
Prior training in quantitative and qualitative data
collection, (knowledge, attitudes, perceptions, surveys, focus group
discussions, etc.) is key.
Previous experience working with USAID programs will
be an added advantage.
Computer literacy i.e. Proficiency in relevant
computer applications and databases, with practical skills and experience
