About USAID Project:
UHMG was
awarded the USAID/Uganda Social Marketing Activity, a four-year cooperative
agreement for a health sector-wide program. The program’s goal is to contribute
to a reduction in new HIV infections, total fertility, maternal and child
mortality, malnutrition and malaria, and to improve access to family planning.
This four-year activity aims to improve utilization of and increase the uptake
of health-related social marketing products and services among under-served
Ugandan consumers and communities in rural and urban areas.
Job Summary: The Procurement
Assistant will have the primary responsibility of offering professional
procurement support to the USAID Project in line with the procurement
management and operational policies and guidelines, while ensuring value for
money, efficiency and effectiveness. This will include timely reporting of all
the project’s procurements as per the 
Procurement Plan, and hence will require a fast learner, self-driven, seasoned,
and experienced person with skills to manage and oversee these technical areas.
Key Duties and Responsibilities: 
Support the Procurement Officer in the coordination
of getting departments to complete their Annual Procurement Plan sections.
Take part in supplier prequalification process.
Work closely with the Procurement Officer in
procuring supplies and services for the project as per the Annual Procurement
Plan of the project and the UHMG’s Procurement Policy and Procedures.
Solicit quotations from potential suppliers and
service providers.
Conduct regular market research for costs of ‘Most
Frequently Procured Items’, and compile price lists as a guide for the user
Attend Procurement Committee meetings, when called
Compile Procurement Committee minutes for the
meetings held.
Maintain and file complete records for each
procurement undertaken.
Receive and forward documentation for all supplier
and service provider payments (RFP, LPO, invoice, delivery note, GRN, etc.) to
the Finance department.
Encourage staff to monitor stock levels, and to
provide alerts in advance for replenishments, to avoid stock-outs.
Actively participate in the review of the
Procurement Policy and Procedures and development of updated guidelines.
Prepare and submit periodic procurement status
reports to the Procurement Officer.
Perform any other duties as assigned by the Procurement
Qualifications, Skills and
The ideal candidate for the USAID Project vacancy
should hold a Bachelor’s Degree in Procurement or Logistics and Supply Chain
Management is a must.
Professional qualification in CIPS will be an added
Possession of a Post graduate Diploma in Procurement
Management is essential.
A minimum of three years’ relevant experience
working in the field of procurement and supply chain in a donor environment.
The Procurement Assistant should have the capacity
to work under minimum supervision, and maintain a clean procurement record and
transparent system while adhering to set procedures. The job holder should be
detail- and results-oriented, with strong conceptual, analytical, and reporting
skills, with expertise in information gathering, analysis and timely reporting
Previous experience working with USAID programs will
be an added advantage.
Computer literacy i.e. Proficiency in relevant
computer applications and databases, with practical skills and experience
Highly self-motivated, focused, disciplined
professional, with the drive and dynamism to work under pressure with competing
deadlines, and possess the ability to make an immediate impact.
Excellent communication, interpersonal, analytical
and result-oriented skills
Prior experience in managing objectives with the
customer in mind.
Good judgment, initiative, high sense of
responsibility, tactful, ability to plan, organize and measure outcomes of

and integrity, and able to work under minimum supervision.
High degree of flexibility, innovativeness
Good record keeping skills
