African Operations by being responsible for cradle to grave procurement support
to include contributing to the development of the management strategies,
assisting with the execution approach and coordinating the overall written
procurement proposal plans and text, and price estimates for formal and
informal proposal activities within the company.
The incumbent will provide daily procurement support
for current task orders and business development efforts to secure new contract
awards (as required)
Maintain an in-depth working knowledge of Federal
Acquisition Regulations and standard commercial procurement practices
Prepares and manages solicitations for complex
acquisitions through the following activities: coordinating and reviewing
statements of work for accuracy, selecting appropriate corporate, prime
contract, and applicable FAR and FAR flow-down terms and conditions,
establishing bid or performance evaluation factors, and other measures
incorporated into the Requests for Proposal as may be appropriate for the
procurement. Interprets Subcontract requirements for Proposal Management Team.
Acts as the focal point when bids are received,
reviews both the technical and cost proposals, and coordinates formal technical
evaluations with the appropriate subject-matter expert
Negotiates Teaming Agreements (TA) and
Non-disclosure Agreements (NDA) with selected teammates, vendors and
consultants
Works closely with PAE technical staff, and resolves
matters of disagreement between PAE and the potential subcontractor.
Consults with company staff representing the legal,
technical, financial, and managerial interests of the subcontract award and
technical performance.
Ensures the receipt, accuracy and timeliness of
subcontractor submitted documents relating to the subcontract deliverables, and
monitors performance relative to timeliness, cost considerations, and technical
objectives.
Prepares price and/or cost analyses using techniques
other than adequate price competition.
Prepares and submits written reports, letters, and
memoranda required for internal and external distribution.
Provides formal procurement training to Procurement
and Program personnel
Coordinates subcontracting activities with various
internal and external sources.
Provides leadership and oversight to less
experienced Subcontract Administrators and Buyers.
May have supervisory responsibilities over less
senior procurement staff
Manages the supplier development process through
interaction with new and existing suppliers, monitoring supplier performance,
and initiating corrective action and process improvement activities to promote
optimal supplier performance
Performs any other relevant duties as assigned
The ideal candidate must hold a Bachelor’s degree in
related discipline
A minimum of eight to ten years’ experience in a
government contracting environment.
In some cases, educational requirements may be
adjusted or waived for more than 15 years applicable work experience.
Excellent written and oral communication skills
Significant experience working in an approved
purchasing system (CPSR) environment is strongly preferred.
Demonstrated ability to perform in high-pressure
situations in an austere environment
Candidate must be able to organize and prioritize
multiple projects of competing priority and varying scope
Candidate must have the ability to work within very
tight timelines while maintaining the integrity of the procurement activity
Working knowledge of Federal Acquisition Regulations
is required.
Extensive experience with Microsoft Office software
to include: Excel, Word, PowerPoint, Visio and Projects.
Minimal to moderate travel may be required, CONUS or
OCONUS locations
Written and verbal fluency in French is desired
Prior experience with international procurement
activities performed in conflict and post-conflict regions of the world is an
added advantage
Prior experience managing aviation (chartered
flights) subcontracts will be an added advantage
Proficiency in the Costpoint ERP platform is highly
desired
Requirements: International travel required (60-70%). Travel will
include destinations in regions that are austere, conflict, and post-conflict.
Modern amenities such as running water and continuous electricity may not be
available.
