Job Summary: The Project
Manager (Monitoring, Evaluation, Learning & Advocacy) will oversee the implementation
of the Caring Together project activities and develop M&E systems for
measuring and tracking project performance and impact; and promote the
utilization of data for evidence-based programming and intervention at
organizational, district and health facility levels in alignment with the
project objectives.
Key Duties and Responsibilities: 
·        
The incumbent will steer the development and monitor
implementation of project design or revision of project implementation plans,
budget and M&E framework/PMMP’ plus their integration with the various
projects in the regions in line with the ‘Caring Together’ project Objectives.
·        
Develop/review and update guidelines, plans and
tools for the Project MEL activities in liaison with the key stakeholders; then
monitor the procurement and distribution process of all data collection tools.
·        
Oversee the project management and administrative
functions including development of work plans, budgeting, financial and project
reporting for the Caring Together project
·        
The incumbent will also develop and monitor the
implementation of an integrated M&E system for qualitative and quantitative
data management across all regions of project implementation in line with
project objectives and Baylor-Uganda M&E systems.
·        
Prepare ad hoc and periodic reports based on
collated and analysed data from M&E systems, activity reports from the
regional coordinators, and financial reports; and submit to internal and
external stakeholders.
·        
Develop and maintain a competent & motivated
“team of Project staff” through implementing HR support activities in line with
the Baylor Human resources manual.
·        
Develop and monitor the implementation of strategies
and procedures for the utilization of data to inform project implementation and
learning.
·        
Build and strengthen strategic partnerships with
relevant stakeholders and periodically engage with them updates, reporting and
advocacy on project scale up and sustainability.
Qualifications, Skills and
Experience: 
·        
The ideal candidate should hold a Masters’ degree in
Statistics or Demography or M&E or its equivalent
·        
A minimum of three years’ experience (with evidence)
in Log Frame Approach and other strategic planning approaches in planning,
monitoring and evaluation;
·        
Working knowledge of application of participatory,
qualitative and quantitative M&E methods with a reputable international or
local NGO;
·        
Prior exposure and experience with local government
and donor representatives
·        
Good team work
·        
Excellent communication skills;
·        
Excellent networking and partnership skills; and
must be
·        
The incumbent must be highly dynamic
·        
Highly persuasive and convincing; self-motivated
·        
Ability to demonstrate high initiative.
·        
Excellent analytical skills
