Governments’ Association (ULGA)
General
Local Governments’ Association (ULGA) is an Association for Local Governments
in Uganda that was formed in 1994 with the mandate to unite Local Governments,
and provide them with a forum through which to come together and give each
other support and guidance to make common positions on key issues that affect
Local Governance. ULGA carries out this mandate through lobbying, advocacy and
representation of Local Governments at local, National and International fora.
Its ultimate goal is to promote and build Democratic and Accountable Local
Governments capable of delivering Efficient and Sustainable Public Services to
the people of Uganda. Our current strategic focus is in the areas of lobbying
and advocacy; institutional strengthening; increasing services to members and
facilitating local economic development.

strategic objectives are met within the framework of the ULGA Program
Management policies and procedures and that the requirements of local program
management are adhered to and complied with
Coordinate strategic planning, program development, review and evaluation
processes in line with the ULGA strategy:
Offer technical guidance in the development of
strategic plans and budgets
Regularly review and ensure alignment of program
priorities, strategies and plans to the broader ULGA strategic plan and mandate
Provide and coordinate national and member- level
input and participation in the strategic planning processes, annual strategies
and plans
The incumbent will also coordinate program and project
reviews and evaluation
Guide and coordinate the development of organizational
annual plans and budgets
Guide and coordinate the review of annual plans,
development of half year plans and budgets
Organize and participate in Program Team meetings
Take part in and take lead in the development and
planning of alternative Local Economic Development models
Guide program operational planning, implementation and monitoring processes in
line with the ULGA strategic plans:
Coordinate and ensure the development of quarterly,
half year and annual program work plans and budgets by all Program units
Offer technical guidance in program planning and
implementation
Carry out field level visits to LGs to provide
support supervision and guide program implementation
Approve program concepts and plans
Guide and coordinate the secretariat’s annual
planning processes
Ensure alignment of annual plans and budgets to the
ULGA strategic plan and priorities
Share and disseminate program plans and budgets
within the membership in line with instructions from the SG
Guide the implementation of annual plans in line
with the ULGA strategic plan
Review, consolidate and share program reports within
and outside the organization for shared learning
Enforce adherence to program-specific procedures for requisition and reporting
expenditures in accordance with the ULGA Finance Policy:
Approve program concepts and financial requests
Regularly review program expenditures from the
respective Program staff, to ensure conformity to the ULGA Finance Policy
Actively monitor and account for program and project
spend and variance reports
Review and approve/recommend for approval implementing
members’ programmatic plans and financial requests
Provide quality assurance to program related communication to both internal and
external stakeholders of ULGA:
Receive and review all project and program reports
Prepare and submit all project reports to donors and
other stake holders
Develop guidelines for reporting and documentation
of various program initiatives of ULGA
Supervise, motivate, appraise staff, interns, and consultant in the
Directorate/department and build the capacity of program staff and members in
line with the organizational strategy and policies:
Set performance targets and appraise the program
team in line with the ULGA Human Resource Manual and other organizational
policies and procedures
Monitor performance and achievement of set targets
for the program team
Motivate and provide feedback to the program team in
line with the HR Manual and other organizational policies and procedures
Conduct training needs analysis, and recommend
relevant training for staff being line managed
Set up an enabling environment for staff performance,
recognition and reward
Actively participate in the review of staff job
descriptions, and performance standards
Supervise consultants, researchers and interns in
the implementation of ULGA contracts in the department and quality-control
their outputs
mobilization in the directorate in line with the ULGA fundraising strategy:
Lead and contribute to the identification of program
funding gaps, priorities and opportunities
Lead and contribute to the development of funding
concepts and proposals
Consolidate, review and submit funding concepts and proposals
to potential donors
Review project and donor reports before submission
Follow up funding proposals with donor agencies and
partners
Monitor and account for the implementation of and
reporting on projects and program implementation initiatives
Provide leadership in Networking and building strategic alliances in line with
organizational strategies and policies:
Participate in identifying and initiating strategic
networks and alliances
Represent ULGA and participate in network and
alliance meetings, events and fora at national and international levels
Ensure effective information flow and communication
with other stakeholders including partners and international teams
Plan and coordinate periodic membership forums for
all the ULGA members
Provide leadership in partner identification,
appraisal and partnership formation process for value-adding partnerships with
ULGA
Coordinate follow up actions arising from the
members’ forum
Initiate and nurture networks and alliances with
academia, and research institutions
Contribute to strategic decision making through Senior Management Meetings and
support to the board on request:
Attend and participate in ULGA’s Senior management
and, on request, ULGA board / committee meetings
Provide timely feedback on Management decisions to
staff line managed
Implement and follow up the implementation of Senior
Management Key actions within the Program Unit
Provide periodic program reports and issues to
Management meetings
Identify program-related knowledge needs for ULGA and its partners, coordinate
the generation, storage and access to knowledge in line with the ULGA Knowledge
Management Agenda:
Define key program information requirements of
stakeholders and develop mechanisms for periodic provision of this information
Represent the organization / Unit in various
program-related knowledge sharing and learning forums, document and share
feedback with the team
Champion and track the use of program-related
knowledge in ULGA and amongst its members
Track trends in contemporary Local Economic
Development programming and program management practices, document and provide
advice/ recommendations on key developments to ULGA Management
The ideal candidate should preferably hold a Bachelor’s
degree in Economics, Social Science, Political Science, Public Administration,
or, Development studies or management
Possession of a Master’s degree in Public Administration,
International Development, Economics, Development Studies, Political Science
from a recognized institution
Training in Project planning and management
Training in Human Rights Based Approach
At least five years of related experience, three of
which at management level in program management /local government
Knowledge of Participatory approaches and
methodologies
