dedicated to serving the poor and vulnerable members of Ugandan society. UDHA
uses a multi-sector and professional approach with strong community
participation and ownership for the enhancement of health, rights and
development initiatives. UDHA community-based interventions focus on HIV/AIDS,
maternal and child health, advocacy, and youth.
Job
Summary:
The Monitoring and Evaluation Officer
will be responsible for developing the overall strategy and framework for
UDHA’s monitoring and evaluation activities and will lead implementation of
these projects. The M&E fellow will take the lead on UDHA’s M&E
strategy through in-depth analysis of health outcome metrics as well as
feasibility studies, piloting data collection and metric calculation,
recommending metrics to high-level leadership, leading strategic planning for
building an M&E program, and rolling out the program.
Key
Duties and Responsibilities:  
  • Develop a comprehensive
    monitoring and evaluation strategy, including identifying sources of data,
    collection methods, resources needed, and related costs
  • Develop a work plan and
    budget for monitoring and evaluation activities
  • Carry out a capacity
    assessment on existing monitoring and evaluation system
  • Prepare and maintain database
    for UDHA
  • Steer the monitoring and
    evaluation team in data collection, data analysis, and reporting to the
    Program Results Manager
  • Oversee the work of
    monitoring and evaluation staff; provide guidance and technical support to
    staff and build capacity of staff to use M&E tools
  • Draft recommendations based
    on results of M&E activities to the Program Results Manager for
    improving efficiency and effectiveness of projects
  • Provide inputs, information
    and statistics for quarterly, annual and other reports to the Program
    Results Manager
Qualifications,
Skills and Experience:  
  • The applicant should have a
    keen interest in local and global public health
  • Excellent analytical and
    decision making skills
  • Past exposure and experience
    using STATA, SPSS, and/or Epi Info software
  • Computer literacy skills i.e.
    proficiency in MS office (Word, Excel, Access, PowerPoint) for data
    collection, validation and analysis
  • Possess the ability to work
    in a team environment with self-sufficiency and self-motivation
  • Excellent interpersonal
    skills coupled with excellent communication skills: verbal, written,
    listening, presentation and facilitation
  • Ability to multi-task:
    flexible and capable of working under pressure and tight deadlines with
    demonstrated ability to prioritize across multiple projects and
    relationships
  • Ability to work in rural
    settings
  • Possess the ability to work
    under pressure

Terms and Conditions:
 Fellows will be provided with housing, health insurance and
a living stipend of $550/month. Additionally, fellows will receive an award of
$1500 upon successful completion of the fellowship year. Flights to and from
the placement site and all other costs associated with GHC programming are
included, including $600 in professional development funds. Housing will be
arranged in Iganga.
Note: The living
stipend and completion award may be paid out in USD or local currency, as
determined by the placement organization.
