Administration Manager
Irish development organisation that works through local partners to implement
programmes in the organisation’s priority areas of Building Sustainable
Livelihoods, Governance & Human Rights and Gender. Trócaire Uganda works
through local partners who implement programmes in the organisation’s priority
areas of building Sustainable livelihoods, Mobilising for Justice, Preparing
& responding to emergencies, Promoting gender equality and Demanding for
Environmental justice.
Officer – Programmes has the overall responsibility of ensuring that partner
continue meeting the minimum requirements. The incumbent will also ensure that
partner’s staffs are supported in developing, monitoring and controlling the
budget. He / he will use the partner financial management manual as a guide to
supporting partners
Partner Capacity Building:
The incumbent will follow-up on the minimum
requirements reports and track the progresses made by the partners
Support the Programme Officers review financial
reports provided by partners to assess their accuracy and adequacy before
further disbursements are made.
Regularly visit partners alongside Programme
Officers to verify Trócaire/donor compliance, eligibility of the expenses and
to ensure that they have the capacity to prepare the donor reports in accurate
and timely manner.
The incumbent will also support the partners in
implementing the 3 cost policies
Financial Management & Reports:
Ensuring donor and organizational requirements,
policies and procedures are met across the country programmes
Responsible for the timely preparation and
disbursement of timely and accurate financial donor reports that have a clear
link with narrative reports
Offering technical support to Programme Officers in
the budgeting process and budget reviews of programme and administration costs
and subsequently providing the Country Representative with reliable information
aimed at budget control and cost effectiveness
Update the partner finance management tool for
review by the FAM before submission to the IA
Work in liaison with partners so that the total
grants income and expenditure is reconciled with the partner bank and cash
records and any corrections needed to previous reports are done.
The incumbent will be closely monitoring the partner
burn rates.
Work in liaison with the Programme Officers, to review
partner exchange rates and advise partners on appropriate decisions
Audit: Maintain an audit tracking for partners to ensure that recommendations in
audit management letters are being implemented
other duty as may be assigned by the Finance and Administration Manager
Experience:
The ideal candidate should hold an undergraduate
degree in a Finance related field and/or part professional accountancy
qualification (CPA or ACCA)
At least three years’ experience in a finance
department preferably from an international NGO.
Prior experience in any accounting software would be
an added advance
Excellent Excel skills, knowledge of budgeting
process, financial reporting and audit procedures.
Ability to prepare concise, informative
presentations and financial reports
Excellent interpersonal and team dynamic skills
Ability to work both independently and as part of a
team
Excellent interpersonal skills
Good professional verbal and written communication
skills
