About USAID Project:
UHMG was
awarded the USAID/Uganda Social Marketing Activity, a four-year cooperative
agreement for a health sector-wide program. The program’s goal is to contribute
to a reduction in new HIV infections, total fertility, maternal and child
mortality, malnutrition and malaria, and to improve access to family planning.
This four-year activity aims to improve utilization of and increase the uptake
of health-related social marketing products and services among under-served
Ugandan consumers and communities in rural and urban areas.
Job Summary: The Monitoring
and Evaluation Assistants will support the M&E Manager and M&E Officer
in executing the operational technical monitoring and evaluation roles for the USAID
UHMG project. The job holder will take lead on routine field data collection,
data verification, and ensuring timely data reporting through UHMG, National DHIS2
and Donor electronic data reporting systems.
Key Duties and Responsibilities: 
·        
Conduct and coordinate routine collection of
relevant data for project monitoring and evaluation.
·        
Support the team in the development of data
collection tools and train the stakeholders in the use of these tools.
·        
Conduct effective records management for program
data collected through national HMIS and related tools.
·        
In charge of routine data entry and update of UHMG
and donor-driven electronic data base systems.
·        
Support the M&E Manager and M&E Officer in
the development and operationalization of the Project performance monitoring
Plan and results frameworks.
·        
Conduct data quality Assurance through undertaking
quarterly data quality assessments/audits for the project and with partners.
·        
The incumbent will also support the conduct of
research and/evaluations through providing necessary data and information on
the project.
·        
Support development and roll-out of the Project
Monitoring and Evaluation guidelines, and Standard Operating Procedures to
field staff and implementing partners.
·        
Set up plans to promote dissemination and use of
data at district and implementing partners as necessary through.
·        
Prepare and submit statistical reports for
dissemination to the districts, MoH, and implementing partners on a quarterly
basis as appropriate.
·        
Undertake compilation of periodic project Monitoring
& Evaluation reports for reporting at the different levels; MoH, USAID, and
districts.
·        
Represent the project in selected stakeholder
meetings such as partner quarterly performance review meetings any other as
assigned by the supervisor.
·        
Prepare weekly, monthly and quarterly progress
reports on the project’s clinical and quality assurance activities.
·        
Prepare and submit periodic status reports to the
supervisor for project monitoring and evaluation.
Qualifications, Skills and
Experience: 
·        
The applicants for the USAID Project Monitoring and Evaluation
Assistant jobs should hold Bachelor’s Degrees or higher in Social Sciences,
Public Health, Statistics or other related degree. Post Graduate training in health
communication is an asset.
·        
Post graduate Diploma in Project Planning and
Management or M&E is an added advantage.
·        
A minimum of three years’ experience working in
monitoring, evaluation, and learning of development/humanitarian
projects/programs in a donor environment, and in monitoring public health communication-related
projects of similar scope in a social marketing field, with a strong foundation
in statistics, research design/analysis, and qualitative/quantitative
evaluation.
·        
Working knowledge of data-processing and use of
statistical data analysis software (SPSS, STATA, Excel, MS Access, PowerPoint,
etc.) is mandatory, including, statistics analysis related to research and epidemiology.
·        
Working knowledge of analytical methods, procedures,
and practices, including research software, and developing M&E plans,
activity schedules and matrices.
·        
Broad knowledge and understanding of the Logical
Framework model for program planning and proficiency in Management Information
Systems, spreadsheet and graphics presentations, and database development and
maintenance with hands-on experience required is required to provide
information for programs planning, monitoring and evaluation of supported
interventions.
·        
The Monitoring and Evaluation Assistants requires self-driven
persons with strong data collection and analytical skills, to effectively and proactively
reinforce the organization’s commitment to strong M&E systems.
·        
S/he must focus on quality, improvement
effectiveness and efficiency, and model independence, objectivity, ethics,
integrity, professionalism, and avoidance of bias and conflict of interest.
·        
The person should have the ability to work under
minimum supervision with resilience, and maintain a clean and transparent
research management and monitoring system as per set procedures.
·        
Demonstrable results in previous work environment
should reinforce claims to this experience.
·        
Additional training in quantitative and qualitative
data collection, (knowledge, attitudes, perceptions, surveys, focus group
discussions, etc.) is mandatory
·        
Previous experience working with USAID programs will
be an added advantage.
·        
Computer literacy i.e. Proficiency in relevant
computer applications and databases, with practical skills and experience
required
·        
Highly self-motivated, focused, disciplined
professional, with the drive and dynamism to work under pressure with competing
deadlines, and possess the ability to make an immediate impact.
·        
Excellent communication, interpersonal, analytical
and result-oriented skills
·        
Prior experience in managing objectives with the
customer in mind.
·        
Good judgment, initiative, high sense of responsibility,
tactful, ability to plan, organize and measure outcomes of interventions.
·        
Exemplary and honest, with a high level of energy
and integrity, and able to work under minimum supervision.
·        
High degree of flexibility, innovativeness
·        
Good record keeping skills

·        
Good report writing, and interpersonal skills.
·        
Team player with the ability to make positive

·        
S/he should be detail- and results-oriented, have
strong conceptual, analytical, and reporting skills, with expertise in
information gathering, analysis and timely reporting, be proactive in instituting
innovative, sustainable, and cost-effective interventions, and work dedicatedly
to fulfill the organization’s goals, while upholding the Core Values of UHMG.
