About USAID UHSC Project:
Management
Sciences for Health (MSH) is implementing a USAID-funded project called the
Uganda Health Supply Chain, a five year program supporting the Government of
Uganda’s health system to improve the availability and accessibility of
essential medicines and health supplies (EMHS). The expected results of are
to:1) strengthen national policies and strategies and support cost-effective,
equitable, and transparent utilization of EMHS resources; 2) strengthen country
capacity for effective management and utilization of EMHS; and 3) increase
availability and access of EMHS among priority populations.
Job Summary:  The M&E Advisor will be in charge of coordinating
the strengthening of the information management system to meet CPHL/NHL M&E
requirements, and provides technical guidance to streamline the laboratory
logistics information system, including developing standard report formats,
strengthening performance assessment, and ensuring that they are aligned with
other MoH interventions in supply chain. He/she in collaboration with the
Regional/DLFP will ensure that all supervision data for Lab SPARs is captured,
analyzed and fed into a quarterly Lab SPARS report to the district, CPHL and
UHSC. The incumbent coordinates the work of the Data Management Specialist and
the Senior Programmer.
Key Duties and Responsibilities: 
·        
Develops and implements a Lab SPARs
performance monitoring plan to ensure efficiency and effectiveness of Lab
SPARs:
o   Keenly review
and update of performance assessment tool and indicators
o   Provides input
into the development of Lab SPARS implementation plans, timelines and budgets
for all activities.
o   Ensure that all
Lab SPARS data is entered into an agreed system, analysed and quarterly reports
shared with the district and CPHL and UHSC.
o   Offer technical
input into the design of standard national, regional and district lab reports
based on Lab SPARs
o   Ensures that
reports are prepared and disseminated in timely manner.

Design analyse and report on impact studies,
including Lab SPARs impact.
·        
Provides technical oversight in the development of
key M&E documents and materials including strategic plans, M&E plans,
SOPs, and ensuring that they are monitored and regularly updated
·        
Coordinates CPHL/NHL and sister programs in the
Ministry of Health, development partners, implementing partners and Private Not
for Profit( PNFP) sector stakeholders in routine M&E activities affecting
decision making at the ministry, including development of indicators, impact
assessment protocols, following up M&E plans that related National
Laboratory supply chain.

Manages the design of assessments, data collection
tools, collection of data from the field, data management activities,
preparation of reports, and dissemination of findings
·        
Supports CPHL/NHL management to identify capacity
building needs in monitoring and evaluation of laboratory services interventions
among CPHL/NHL staff
·        
Work closely with the implementation of studies and
evaluations to inform policy decision making
·        
Take part in the monitoring of the performance of
the laboratory commodities credit line and other funding available for
laboratory commodities supply management, including tracking how the budget is
spent, commodities procured, and allocation of resources across different
levels of care.

Perform any other duties similar in nature as may be
assigned from time to time by the Laboratory Advisor and the Laboratory
Logistics Coordinator.
Qualifications, Skills and
Experience: 
·        
The USAID MSH M&E Advisor must hold a Master’s
degree in M&E, Public Health, Demography, Applied Sciences, Statistics or
related field.
·        
At least five years’ experience in M&E in the
health sector.
·        
Significant experience in impact evaluation, design,
development of indicators, data analysis and reporting.
·        
Prior experience in the development of Performance
Monitoring Plans
·        
Past exposure and experience in the development of
work plans using LFA and tracking implementation
·        
Working knowledge and experience with Ministry of
Health M&E procedures and practices and logistic and supply chain
management indicators, particularly in laboratory services delivery
·        
Familiarity with supply chain concepts and
laboratory supplies/logistic indicators an added advantage.
·        
Computer literacy skills in Microsoft Office Suite
applications and statistical packages such as Microsoft Project, SAS, SPSS, Epi
Info and advanced Excel
·        
Working experience in Uganda with knowledge and
comprehensive understanding of Uganda public health system.
·        
Prior experience with US Government supported
programs is an added advantage.
·        
Excellent English Language skills (both written and
oral) with the ability to make presentations and effectively write/edit reports
