About USAID UHSC Project:
Management Sciences
for Health (MSH) is implementing a USAID-funded project called the Uganda
Health Supply Chain, a five year program supporting the Government of Uganda’s
health system to improve the availability and accessibility of essential
medicines and health supplies (EMHS). The expected results of are to:1)
strengthen national policies and strategies and support cost-effective,
equitable, and transparent utilization of EMHS resources; 2) strengthen country
capacity for effective management and utilization of EMHS; and 3) increase
availability and access of EMHS among priority populations.
Job Summary:  The Lab Advisor will act as the liaison person
between CPHL and UHSC. S/he  will
coordinate the work of the UHSC/CPHL secondments and ensure that all the activities
in the UHSC/CPHL work plan are implemented according to the timelines. S/he
will be responsible for ensuring that regular progress meetings are held
between UHSC and CPHL and reporting is undertaken on a quarterly basis.  
Key Duties and Responsibilities: 
·        
Serve as the communication link with the UHSC
program and CPHL on matters of project progress and in charge of providing
regular updates. Ensures that regular UHSC/CPHL monthly meetings are undertaken
with minutes.
·        
Oversee the development of strategic and
organisational procedures and policies related to executing LAB SPARS.
·        
Manage the overall implementation of the Laboratory
SPARS. In addition:
o   Support the
RLFP to monitor and support implementation of Lab SPARs.
o   Organise and
attend regional lab support team Lab SPARs meetings twice a year
o   Organise
quarterly district meetings in which Lab SPARs is discussed and attend selected
quarterly district meetings

Work in liaison with each UHSC/CPHL secondment
ensure that individual work plans are developed and monitored on a regular
basis; manage and conduct appraisals of the
·        
UHSC/CPHL secondments
·        
Ensure regular monthly management and team meetings
are undertaken between CPHL and UHSC.
·        
Prepare and send quarterly progress reports on
UHSC/CPHL work plan.
·        
Regularly review and update the item
descriptions/specifications in the master list of laboratory items to ensure
that are consistent with items lists used by the NMS/JMS/SCMS/GF/Maul.
·        
Develop and maintain a master list of labs attached
to each supplier – NMS, JMS and MAUL.
·        
Develop and agree on a strategy on electronic
ordering, develop an electronic order form for all levels of health care and
assist in its implementation.
·        
Review and harmonize the order forms from all the
suppliers- NMS, JMS & MAUL (with prices, VEN and Level of Care)
·        
Develop and agree on a strategy for GIS mapping of
lab equipment within the HF Master List in DHIS2 and assist in its
implementation
·        
Manage the coding of laboratory commodities and
catalogue development.
·        
Supervise MOH/CPHL efforts on harmonization and
standardization to ensure that logistics management of reagents, consumables
and maintenance of Equipment.
·        
Ensure that selection and implementation of
Logistics Management Information Systems tools and the management of laboratory
reagents and consumables are appropriate to supply chain.
·        
Technically support improved quantification and
supply planning for laboratory reagents and related commodities and provide
information for procurement planning.
·        
Support the selection and reporting of an increased
number of lab commodities to monitor on a routine basis.
·        
Support CPHL in monitoring the credit line
(finances) by reviewing /designing a system that allocates the credit line on
the basis of equity and apply to HF, and designing a system for monitoring lab
credit line performance at central and lower levels.
·        
Perform any other duties similar in nature as may be
assigned from time to time by the Principal Technical Advisor, Supply Chain
Management.
Qualifications, Skills and Experience: 
·        
The incumbent must hold an advanced degree in
laboratory technology, logistics, MPH or related field.
·        
The applicant should must also hold a Bachelor
degree in Laboratory Sciences.
·        
Additional qualification in logistics, supply chain
management an added advantage.
·        
A minimum of eight years’ experience in lab services
delivery and logistic and supply chain management of lab commodities.
·        
Prior experience providing technical assistance and
capacity building.
·        
Proven experience working with system change program.
·        
Familiarity with supply chain concepts and
laboratory supplies/logistic indicators an added advantage.
·        
Working experience in Uganda with knowledge and
comprehensive understanding of Uganda’s laboratory public system.
·        
Computer skills in Microsoft Office Suite
applications such as Microsoft Project, Word, PowerPoint and Excel.
·        
Excellent English Language skills (both written and
oral) with the ability to make presentations and effectively write/edit lucid
technical reports and documents
·        
Working knowledge and working experience in
laboratory logistics management information systems
·        
Willingness to be flexible and adapt to changing
priorities and shifting deadlines.
·        
Demonstrated effective leadership, team work,
communication and project management skills.
·        
Strong capacity building/training experience.
·        
Ability to meet required deadlines
·        
Previous experience with US Government supported
programs is an added advantage.
