About USAID STAR-E Project:
MSH Uganda is
currently running a number of USAID and other donor funded projects including
STAR-E in Eastern Uganda. STAR-E a 5-year USAID-supported District-based HIV/TB
Project ending in June 2016, focuses on the prevention, care, and treatment of
HIV/TB in health facilities and communities, headquartered in Mbale, with
activities in Budaka, Bududa, Bukwo, Busia, Butaleja, Kapchorwa, Mbale,
Pallisa, Bulambuli, Kween, Kibuku and Sironko districts.
Job Summary:  The Senior Laboratory Specialist will support
the MSH USAID STAR-E Project in mentoring laboratory teams, carrying out on job
trainings, and supporting MoH led laboratory performance initiatives including
SLMTA and the national sample referral and result transport network within
STAR-E organizational approach.
Key Duties and Responsibilities: 
·        
As part of the projects mentorship teams’ effort,
provide technical support to facilities in 12 districts.
·        
Work in liaison with Lab teams to ensure sample
collection and analyses are conducted as per the standard operating procedures
in place.
·        
Support the development of Good Clinical Lab
Practice tools including SOPs, Logos and charts.
·        
The incumbent will support the management of lab and
lab related records from all testing points using appropriate HMIS tools.
·        
Work closely with DLFPs to ensure the required
support from the district health offices are provided to supported facilities.
Support implementation of SLMTA improvement projects at SLMTA enrolled
laboratories.
·        
Support Hub Coordinators and Riders in the referral
of samples from lower facilities to reference laboratories.
·        
On an ongoing basis, work to identify performance
gaps and liaise with the Lab Advisor, and District Lab Focal Person to develop
mitigation strategies.
·        
Support equipment management at facility level
including refresher training for users.
·        
Organize CME for Lab, Clinical and other staffs as
appropriate to ensure effective utilization of laboratory services at supported
facilities.
·        
Organize laboratory spaces to ensure tidy, safe and efficient
work flow management.
·        
Compile weekly/Monthly reports on activities
undertaken.
·        
Perform any other duties similar in nature as may be
assigned from time to time by the Laboratory Advisor, STAR E.
Qualifications, Skills and
Experience: 
·        
The ideal candidate must hold a bachelor’s degree in
Medical Laboratory Sciences
·        
At least four years’ experience post qualification
is required
·        
Past exposure and experience in running automated
and semi-automated analyzers (CD4, CBC or Chemistry) is required
·        
Experience in the implementation of SLMTA and
operation of the hub system is an added advantage
·        
Ability to work as a member of a multi-disciplinary
team
