About USAID Project:
Cardno is
seeking to implement an anticipated USAID-funded Integrated Health Activity in
Northern Uganda. This project aims to increase utilization of health services
through increased availability of and accessibility to health services,
improved quality of health services and increased availability of resources for
public sector health services. Key aims of the program are reduction in HIV
infections, total fertility, maternal and child mortality, malnutrition,
malaria and tuberculosis (TB).
Job Summary: The Director,
Monitoring, Evaluation and Learning will support the USAID Project in the
design, implementation of project reporting systems and required evaluations
and knowledge management systems.
Qualifications, Skills and
Experience: 
·        
The ideal candidate must hold an advanced degree in
public health, epidemiology, statistics, or another related field
·        
A minimum of eight years of mid to senior level
project management experience on donor funded health programs
·        
Past exposure and experience in the design and
implementation of reporting systems for similar donor projects.
·        
Prior experience in Uganda and/or East Africa region
in the design, management and implementation of similarly large donor-funded
health programs
·        
Prior work experience with PEPFAR indicators and
reporting requirements is necessary
·        
Past exposure and experience with national HMIS
systems, such as DHIS2
·        
Significant experience in the design and
implementation of various types of evaluations
·        
Ability to manage teams
·        
Excellent verbal and written communication skills;
·        
Fluency in both written and spoken English
