empower communities to harness their potential, while protecting the rights of
vulnerable population groups. The Ministry promotes issues of labour
productivity and employment, social protection, gender equality, equity, human
rights, culture and empowerment; overall, the Ministry aims to achieve a better
standard of living, equity and social cohesion. 
About Green Jobs:
The Government
of Uganda through the Ministry of Gender, Labour& Social Development has
designed and started a Programme on Promotion of “Green” Jobs &
Fair Labour Market in Uganda, FY 2015/16-20/21 that is aimed at fighting
unemployment, decent work deficits, and workplace unsustainable environment
practices in the Country. The Programme is aimed at creating “green” jobs for
both graduates and non-graduates. It should be noted that Jobs are green when
they help reduce negative environmental impact and promote safety and health at
work ultimately leading to environmentally, economically and socially
sustainable enterprises and economies. The goal of the programme is to promote
“green” jobs and fair labour market in Uganda. The specific objectives
of the Programme are;
To reduce occupational accidents and diseases and
industrial pollution at workplaces sector (Jua-kalis )
To promote external (abroad) employment through
provision of capital to potential migrant workers and enhancement of placement
and monitoring systems.
Job Summary:  The Programme Specialist, Green Employment
& Productivity will be accountable for initiation, development and /or
review of green employment and labour productivity policies, laws, regulations,
programs, technical standards and guidelines, manuals including internship,
apprenticeship and voluntership. The job holder will also be responsible for
creating partnership and mobilising financial resources from Development
Partners to implement the Sub programme/Programme Components like internship,
apprenticeship and voluntership sub-programme; National Productivity Centre,
Mobilisation, organisation and Support of Informal Sector Sub Component;
Establishment of Business Shelters and Formulation of National Qualification
for Informal Sector. The Programme Officer will also be responsible for
preparing documentation like project profile, manuals and operational
guidelines for sub programmes.
Key Duties and Responsibilities: 
Establish Ten [10] Functional Business Shelters
(each shelter to accommodate 2,000 businesses for graduates and non-graduates)
particularly for the Jua-Kalis, construct, equip with utilities & install
appropriate modern common useable equipment.
The incumbent will design and implement employment
schemes particularly for Youth and other vulnerable labour-force in including
developing and establishing a strategy and /or plan for internship,
apprenticeship & volunteerism for senior six leavers with sciences,
university/tertiary/vocational students
Conducts mobilization, verification, organization
and support informal sector businesses (Jua-kalis) with training, exposures
tours and common usable equipment.
Establish strategy for supporting innovation and
creativity in the Informal Sector besides encouraging research thematic areas
chosen by the private sector.
Establish a National qualification framework for the
Informal sector in collaboration with Ministry of Education, Science,
Technology and Sports and Employer’s Bodies.
Establish a Labour Market Information System for
External Employment including establishment of one Transit Centre of Ugandan
migrant workers in United Arab Emirates, Malaysia and Saudi Arabia.
Establish a Functional Revolving Fund with
Commercial bank for Ugandan migrant workers aboard to enable potential migrant
workers access funds to facilitate their travel for employment abroad.
Support and manage grants for Local Governments

Qualifications, Skills and
The ideal candidate should hold an advanced University
degree (Master’s) in Business Administration, Human Rights, Economics,
Engineering or directly-related technical field(s) is required. Possession of a
Postgraduate Diploma in Project Management is an added advantage, in
conjunction with a relevant first-level (Bachelor’s) University Degree in
Education (Majoring Chemistry & Biology), Business Administration,
Economics, Engineering or related qualification.
At least five (5) years of relevant experience, at
the national and/or international levels, in programming and management,
resource mobilization, budget, is required.
